Cambodia is ranked 149th out of 180 countries for vulnerability and readiness to adapt to climate change. Floods, droughts, heat waves and irregular rainfall is increasing year by year. Cambodia’s climate vulnerability is heightened due to its largely agrarian economy, low human and financial resources, insufficient physical infrastructure, and limited access to technology.

Responding to these challenges and opportunities, the Swiss Agency for Development and Cooperation (SDC), together with the two Swiss NGOs, HEKS/EPER and Caritas Switzerland (CACH), have developed the project “Nurturing Climate Resilience in Cambodia” (Nurture).

Nurture’s overall goal is to make vulnerable smallholder farming households and their communities more resilient to climate change and to increase their incomes through climate proofing of agro ecosystems.

Three specific outcomes are to be achieved:

  1. Outcome 1: Vulnerable smallholder farmers have increased yields and reduced climate risks through better and more stable access to water for irrigation.
  2. Outcome 2: Vulnerable smallholder farmers and their communities benefit from improved social accountability, planning and policies related to climate change adaptation.
  3. Outcome 3: Vulnerable smallholder farmers adopt agro-ecological practices and diversify their sources of income.

The duration of the Phase I of the Nurture Project is four years, from December 2022 to December 2026. The timing of this interim evaluation is therefore strategically planned to provide timely insights that will inform the development of the Project Document for Phase II.

The geographic focus of this assessment is the target areas where the Nurture Project has been implemented. It includes four provinces (Battambang, Banteay Meanchey, Oddar Meanchey and Preah Vihear), 12 districts and 36 communes. The key thematic areas include local water governance, awareness, policy and planning on climate adaptation, climate resilient agriculture, market system development, and gender diversity and social inclusion.

Purpose of the evaluation

The assessment is being carried out to evaluate whether the Nurture Project will reach its results and objectives, assess the progress of the project and its expected impact, and provide crucial information for the design of the Phase II. Elements such as sustainability, efficiency, effectiveness, coherence relevance and impact of the interventions/activities implemented under the first phase of the Nurture Project will be assessed as part of this review. The evaluation should provide insights into the project’s processes, challenges, lessons learned and areas for improvement, and concrete and realistic recommendations for the second phase.

Timeline

The evaluation will follow a structured timeline. A maximum of 1 week should be allocated for preparation. The field mission, including data collection and engagement with teams, stakeholders, and smallholder farmers across the four provinces, will take place over a maximum of 12 days, scheduled in September 2025. Following the mission, the consultant will have 3 weeks to develop the draft report. The final report is due by 10 October 2025.

Methodology

The evaluation should be based on a mixed-methods approach, including a review of project documents and existing evaluations, interviews with key stakeholders, reflection sessions with project teams, consultations with smallholder farmers, and in-field observations. The selected consultancy will further refine and detail the methodology, proposing specific tools and approaches tailored to the evaluation objectives.

Budget

The total budget available for this evaluation, including the development of five case studies, is estimated to be in the range of USD 20,000 to 30,000. This budget should cover all costs related to the evaluation. Applicants are expected to submit a detailed financial proposal within this range, clearly justifying the cost structure and allocation.

Submission Requirements

Qualifications

The evaluation consultant / team should possess strong expertise in market systems development (MSD), climate resilient agriculture (CRA), and water resource management, particularly in the context of irrigation and governance. In addition, the consultant / team should have proven experience in policy analysis related to climate change adaptation and rural development, as well as solid skills in monitoring and evaluation (M&E), including participatory and systems-based approaches.

Applications

Interested applicants should submit an Expression of Interest (EoI) that responds directly to the Terms of Reference (ToR) by presenting a detailed technical and financial proposal, along with a proposed work plan outlining the approach, timeline, and key deliverables. It is strongly recommended to include a concise overview of the methodology for developing the case studies and a brief explanation of the approach that will be used to develop the case studies. The proposal should clearly demonstrate the applicant’s understanding of the assignment, relevant experience, and proposed methodology. Submissions must include the CVs of key team members, examples of similar previous work, and a detailed budget breakdown.

Proposals will be evaluated based on the following criteria:

  • Relevance and clarity of the proposed methodology
  • Qualifications and experience of the team
  • Understanding of the objectives and of the case studies developement
  • Feasibility and coherence of the work plan and timeline
  • Cost-effectiveness of the financial proposal
