Consultant for Human Rights Environmental Due Diligence

Objective:
The overall objective of this consultancy is to support CARE Cambodia in the effective implementation of HREDD‑related activities by:
- Strengthening participants’ understanding of HREDD concepts, principles, mechanisms, and strategies.
- Supporting the delivery of training, mentoring, coaching, and reflection sessions aligned with the project Scope of Work.
- Ensuring that gender‑responsive and worker‑centered perspectives are effectively integrated into all project activities.
- Join and co-facilitator with all activities under the Enhancing Civil Society Organizations Engagement for Inclusive and Decent Work in Cambodia’s Garment Sector.
Scope of Work:
Under the supervision of CARE Cambodia, the consultant will be responsible for the following tasks:
- Technical Preparation
- Review CARE‑provided project documents, including the HREDD training manual and related materials.
- Providing technical input to adapt training content to the target audience, incorporating gender‑responsive and trade union perspectives.
- Training Delivery
- Facilitate HREDD training sessions for workers, union members, and focal points in Phnom Penh and selected provinces.
- Support and facilitate a three‑day technical discussion meeting with SC staff to prepare adapted training materials.
- Mentoring and Coaching
- Facilitate mentoring and coaching sessions on HREDD at regional level for selected union focal points.
- Provide practical guidance on applying HREDD tools and mechanisms in advocacy efforts.
- Reflection and Learning
- Facilitate a one‑day reflection session on HREDD and gender‑responsive implementation.
- Support documentation of lessons learned and reflections on project effectiveness.
Eligibility
- The consultant should meet the following minimum qualifications:
- Advanced degree or equivalent professional experience in human rights, labor rights, environmental governance, gender studies, or related fields.
- Demonstrated experience in human rights due diligence, labor rights, or trade union capacity‑building.
- Proven experience facilitating training, mentoring, or capacity‑development activities for adult learners.
- Strong understanding of gender equality and GBVH considerations.
- Experience working with trade unions and/or the garment sector in Cambodia is a strong advantage.
