About the Assignment
Caritas Switzerland is looking for a capable consultant or consultant firm to conduct a final evaluation capturing Relevance, Effectiveness, Efficiency, Impact and Sustainability of the project. The evaluation will also take cross-cutting issues into consideration (i.e. gender) and cover an analysis of the intervention logic. Due to the relevance in the design of the action, a focus will be put on the quality of coordination between the stakeholders and the target group as well as on important lessons learned and best practices. Furthermore, potential impact of project activities will be explored to include as direction for the next phase. In general, this evaluation should yield as much useful information as possible informing the proposal development for the next phase of the project.
Responsibilities of the Consultant
The Consultant, working under the direction of CaCH Migration Project Manager, will conduct an evaluation in an objective manner with active involvement from CaCH, the implementing partners NCCT and DT and from third parties. The Consultant will undertake the following tasks:
- Provide a budget and work plan for the task including logistic, administrative cost for data collection and reporting
- Review secondary data and available documents
- Develop data collection tools
- Present detailed inception report including methods, tools, timeplan
- Collect data in the field/project, analyse and consolidate findings
- Present findings for review and a high quality final evaluation report including capitalizations of lessons learned and best practices
Location: Kamrieng district Battambang, Poipet, Banteay Meanchey and Phnom Penh

- Individuals, teams, firms or research institutions are eligible to apply
- Advanced university degree in relevant field and experience in the field of migration, human trafficking;
- Demonstrated experience of having conducted similar end of project evaluations for international NGOs (candidates are requested to provide two recent samples of similar work together with application);
- Desirable: Familiarity with migration context in Cambodia;
- Excellent written and verbal communication skills in English and Khmer (at least one team member needs to be fluent in Khmer!);
- Capacity to deliver outputs in a timely manner.
