Felm Cambodia is a small development-focused INGO working in collaboration with Cambodian organisations and the local church. Thematically, Felm Cambodia focuses on inclusive education and supporting resilient communities. To strengthen its internal systems and governance, the organization seeks a short-term external consultant to conduct a focused organizational assessment.

Reporting to: Country Director

Objectives

  • Assess key organizational structures, governance, and operational systems.
  • Identify strengths and priority areas for improvement.
  • Provide practical, actionable recommendations to support organizational development.

Scope of Work

Given the budget and timeline, the assessment will focus on high-priority areas:

  • Document Review
  • Review core organizational documents: governance structure, policies, HR and finance manuals, and recent programmatic reports.
  • Stakeholder Interviews
  • Conduct key interviews with all 6 staff members
  • Conduct 3-5 consultations with key partners
  • To assess collaboration capacity, communication practices, and internal/external partnership dynamics.
  • To understand staff roles, decision-making processes, and organisational culture.
  • To map how Felm Cambodia positions itself within the INGO/NGO landscape in Cambodia.
  • To gather insights that will inform leadership, governance, and operational improvement needs.

Organizational Assessment & Recommendations

The consultant will focus on well-defined priority areas rather than broad organisational diagnostics. These areas include:

  • Governance and oversight: clarity of roles, responsibilities, accountability mechanisms, and internal control practices.
  • Decision-making systems: how decisions are made, documented, communicated, and by whom.
  • Operational efficiency: HR processes including salary and benefit package, workflows, coordination practices, internal communication, and compliance alignment.
  • Identify strengths, risks, bottlenecks, and propose 3-5 priority and actionable recommendations to each area of organizational structures, HR, governance, and operational systems.

Reporting

  • Submit a concise assessment report (maximum 10–15 pages).
  • Present findings and recommendations in a 1–2 hour virtual or in-person meeting with the Country Director.

Eligibility

  • Experience conducting organizational or institutional assessments for INGOs, NGOs in Cambodia.
  • Knowledge of NGO governance, management, and development practices.
  • Strong analytical, reporting, and communication skills.
  • Ability to complete high-quality work within a tight timeline.
