OBJECTIVES OF CONSULTANCY
The objectives of the assignment are to develop the employer guidebook and risk assessment guides adapted to the Cambodian context and in compliance with the OSH Law, as well as to provide support to participating enterprises in utilizing the developed tools.
EXPECTED DELIVERABLES:
The following key deliverables are expected under this consultancy:
- Inception report detailing the methodology, approaches and analysis tools.
- Report on the literature review on OSH legal frameworks at the international, regional and national levels.
- Employer Guidebook
- Train the trainers who are nominated by approximately 25 enterprises using the employer guidebook
- Support at least 7 selected enterprises in the implementation of Employer guidebook.
DURATION OF THE CONSULTANCY:
The duration of the consultancy is stretched for around 5 months, expected to be convened from September 2026 to January 2027. However, the number of actual days calculated for the consultancy fee is 25 working days.
- SCOPE OF CONSULTANCY:
- The Consultant will involve the following key activities:
- Review the existing policy documents, legal frameworks, and relevant materials including ILO’s publications.
- Draft the employer guidebook which includes risk assessment guides adapted to Cambodian context and in compliance with the OSH law.
- Present the draft guidebook and risk assessment tools during the validation workshop to collect and incorporate feedback from participating members.
- Finalize the employer guidebook.
- Provide Training of Trainers (ToT) course on the utilization of the guidebook and risk assessment tools to the selected members.
- Provide support to selected enterprises to pilot the utilization of employer guidebook and comply with OSH law.
- Master's Degree in law, political science, management or any other related field.
- Sound understanding of national OSH law and frameworks.

The Senior Membership Services Executive (SMSE) plays a pivotal execution and senior coordination role within CAMFEBA's Membership Services Department. Reporting directly to the Membership Services Manager, the SMSE supports day-to-day operational leadership, team coaching, and high-impact membership growth strategies. The role is essential in maintaining strong relationships with enterprise members, driving annual membership renewals, deploying client needs assessments, and organizing corporate events and specialized training programs.
This position bridges tactical field execution and operational management. The SMSE leads direct client visits, conducts training needs research, assists with trainer sourcing and course outline standardization, and ensures smooth logistics and quality execution for CAMFEBA's seminars, workshops, and business networking events.
Under the supervision and monitoring of Department Head, Senior Membership Services Executive is responsible for, but not limited to, the following duties and responsibilities:
- Operational Support & Junior Staff Mentorship:
- Assist the Membership Services Manager in coordinating daily departmental operations and tracking weekly teamwork plans.
- Provide peer coaching, operational guidance, and On-the-Job Training (OJT) to junior officers and assistants.
- Monitor team progress against monthly sales targets, membership renewal KPIs, and operational deliverables. Support budget tracking and cost-saving initiatives across event operations and department administrative workflows. Participate in identifying team skill gaps to assist in staff capability development planning.
- Membership Engagement, Acquisition & Client Need Assessment:
- Execute membership growth initiatives by identifying, contacting, and pitching CAMFEBA membership benefits to prospective corporate clients.
- Lead the distribution and analysis of Client Need Assessments (CNA) to identify member expectations, compliance challenges, and HR training priorities.
- Maintain proactive member relations, serving as a primary operational liaison for member inquiries, feedback, and service requests.
- Coordinate the annual membership renewal cycle, preparing quotation packages, tracking invoices, and following up with enterprise members to ensure high retention rates.
- Sales Promotion, Direct Outreach & Marketing Execution:
- Conduct regular corporate field visits to present CAMFEBA's portfolio of services to HR heads, plant managers, and executive directors.
- Assist management in drafting marketing strategies and promotional campaigns for new service offerings and annual events.
- Maintain and update the department’s client relationship management (CRM) database to ensure accurate tracking of leads, visits, and member records.
- Represent the membership team during key networking sessions and promotional activities.
- End-to-End Event & Training Program Facilitation:
- Research, identify, and contact qualified local and international trainers, guest speakers, and subject-matter experts.
- Collaborate with external trainers to review, format, and finalize training course outlines, session plans, and training materials.
- Support the development and maintenance of CAMFEBA's annual training and event schedule.
- Lead on-site operational facilitation for events, workshops, and training courses—including session plan preparation, kit preparation, registration management, and live support.
- Collect and review post-event evaluation reports, trainer feedback, and training tools to continuously enhance program quality.
- Conduct ongoing market research into innovative training tools, methodologies, and trending business topics.
- Organizational Representation & Strategic Tasks:
- Represent CAMFEBA at relevant employer workshops, member forums, and partner coordination meetings as delegated.

- Proven track record of client outreach, sales target achievement, and event facilitation.
- Demonstrated capability in event planning, seminar facilitation, and customer account management.
- Strong understanding of corporate outreach dynamics and client relationship management.
- Foundational knowledge of Cambodia’s business environment, labor context, or HR training market is a strong advantage.
- Advanced skills in MS Office (Word, Excel, PowerPoint) and familiarity with digital communication tools.

Reporting directly to the Senior Membership Services Executive, the MSE is responsible for client engagement, sales promotion, corporate membership outreach, and operational coordination for events and training programs. This role serves as a primary touchpoint for member inquiries, ensuring exceptional service delivery and active involvement in CAMFEBA's revenue mobilization and growth strategies.
The MSE combines proactive sales follow-ups with hands-on event execution—managing walk-in and call-in client inquiries, assisting with trainer research, preparing session materials, and providing on-site support during seminars, workshops, and business networking events.
Under the supervision and monitoring of Department Head, Membership Services Executive is responsible for, but not limited to, the following duties and responsibilities:
- Business Development & Target Achievement:
