Cambodia’s coastal provinces, Koh Kong, Preah Sihanouk, Kampot, and Kep, host over 30 active Community Fisheries (CFi) groups playing vital roles in local livelihoods, mangrove ecosystem management, and small-scale aquaculture. These communities are at the frontline of climate change impacts such as coastal erosion, saline intrusion, and fisheries depletion. People earn a living in several ways. The main ones are small-scale fishing for crab, shrimp, and fish, and near-shore aquaculture using ponds and cages. Others work in salt production, simple processing like drying or fermenting, local trade, tourism, boat services, and some coastal farming. Large infrastructure, such as the port in Sihanoukville, also affects jobs and markets.

The coastal area is changing quickly. Erosion and saltwater are moving further inland and affecting houses, roads, and fields. Fish catches are lower in many places, and habitats are being lost due to overuse and land conversion. Water quality is a concern as development grows. Stronger storms and flooding damage gear, ponds, and docks. These problems create risks for families, but they also open chances for better practices, higher-value products, and tourism that depends on healthy coasts.

This ToR supports a deeper analysis of CFi profiles, capacities, and needs to inform the design and scaling of climate-resilient livelihoods, nature-based solutions, and inclusive blue economy strategies under the Coastal Project Landscape.

Notably, some work already completed for the coastal provinces will be used as a foundation for this further study. This includes value chain studies of key coastal products, reviews of country policy and provincial plans relevant to fisheries and coastal management, market assessments on aquaculture and CFis (covering inputs, services, post-harvest handling, buyers, and quality needs), and practical recommendations from earlier projects on governance, business skills, access to finance, and linking producers to reliable buyers.

Summary

Objective of the Study

The primary objective of the study is to assess the status of the coastal landscapes, in which the expectation of the study will generate evidence to inform policy, programming, and investment priorities.

Specific objectives are:

  • Profile CFi/CPA in the four coastal provinces such as membership, governance, resource access, and activities.
  • Develop criteria to evaluate the strengths/weaknesses of CFi/CPA (one clear score card to be delivered)
  • Assess institutional and technical capacities to engage in sustainable fisheries, aquaculture, mangrove management, and ecotourism.
  • Identify constraints and support needs across gender, youth, environment, finance, and policy domains.
  • Recommend capacity-building strategies and enabling mechanisms to enhance CFi /CPA contributions to climate adaptation, biodiversity, and sustainable livelihoods.

Scope of Work

The study will cover the following thematic areas:

  1. Map and Profile CFi/CPA
  2. Collect data on CFi legal status, members, functions, income sources, gender/youth participation.
  3. Geographically tag CFis involved in mangrove protection, crab/shrimp farming, or ecotourism
  4. Analyze Capacity Gaps
  5. Assess areas such as:
  6. Technical skills (e.g., aquaculture, patrols)
  7. Governance (e.g., internal rules, transparency)
  8. Resource rights and enforcement
  9. Linkages to markets, finance, and government
  10. Develop Strategic Recommendations
  11. Prioritized actions per province and ecosystem zone.
  12. Gender/youth-responsive strategies.
  13. Opportunities for partnerships (e.g., MAFF, MoE, WorldFish, Fauna & Flora, Landesa).
  14. Investment and training pathways for climate-resilient CFi-led livelihood models.

Eligibility

  • The consulting firm/ consultant team should have:
  • Master or PhD degree in aquaculture, Agriculture; Horticulture; Food Science and Agribusiness.
  • Broader knowledge and experience in research or study on economy needed in aquaculture, livestock, Horticulture, Food Science and Agribusiness
  • Experience in developing business plans and financial projection and analysis
  • At least 7-to-10-year experience in market research, value chain analysis in animal production, and market is an advantage.
  • Experience in arranging and coordinating meetings with different stakeholders
  • Experience in data collection and data analysis, and research in market on agriculture value chain

Submission Requirements

Reporting and Management

The consultant(s) will report to the Program Director under the Coastal Project Landscape and coordinate with local government partners, FiA, and CFi focal points.
