The Transforming Lives Through Nutrition (TLTN) program is a collaborative initiative funded by the Church of Jesus Christ of Latter-day Saints and spearheaded by Helen Keller Intl, Vitamin Angels, and iDE. This program is designed to improve the nutrition of underserved pregnant women, infants, and young children globally. The primary goal of TLTN is to enhance maternal and child health by delivering proven nutritional interventions and strengthening health and food systems, focusing on the critical first 1,000 days (from conception to age two).

In low- and middle-income countries (LMICs), women and children are disproportionately affected by malnutrition. Inadequate nutrition during pregnancy and early childhood lead to adverse health outcomes, diminished well-being, and an increased risk of mortality. Despite the existence of effective interventions, many remain inaccessible due to weak health and food systems. Additionally, the marketing of unhealthy, ultra-processed foods worsens the nutrition crisis, particularly among women and children. This has resulted in a global undernutrition crisis with far-reaching implications for future generations.

In response, the TLTN program seeks to collaborate with governments to enhance the capacity of local health and food systems to deliver evidence-based, lifesaving nutrition interventions. Over five years, the program will operate across 12 countries in Africa and Asia, aiming to reach 2.6 million pregnant women and 12 million children. The health system component focuses on improving the quality and coverage of five critical interventions:

  1. Prenatal supplementation.
  2. Vitamin A supplementation and deworming.
  3. Prevention and treatment of acute malnutrition.
  4. Promotion of breastfeeding and maternal diet.
  5. Improved complementary feeding practices.

Objective

The consultant will document community cooking demonstrations and provide training on best culinary practices, with a focus on traditional Khmer cuisine and creativity using a variety of vegetables collected from the home gardens. The goal is to ensure high-quality food preparation, improved nutrition—especially for children under five years old—and the sustainability of meal programs. The initiative will also aim to boost confidence and creativity among cooks, including school meal service providers and cooking demonstration trainers, who will then convey the knowledge and skills to the community.

Scope of Work

The consultant will be responsible for the following tasks:

Documentation of Community Cooking Demonstrations

  • Observe, document and make recommendations for community cooking demonstrations, highlighting traditional Khmer cuisines.
  • Develop a community cooking demonstration booklet in Khmer language detailing the best practices and benefits of the community event, cooking techniques, creative and nutritious recipes for home cooks, and nutritional value of the dishes prepared.
  • Capture high-quality photos and graphic design for educational and promotional purposes.
  • Emphasize the use of vegetables and spices sourced from regenerative home gardens to showcase their nutritional benefits and sustainability.

Training in Culinary Best Practices

  • Design and deliver a Train of Trainer session in Khmer for relevant stakeholders on best practices in food preparation, hygiene, and nutrition.
  • Provide practical demonstrations on improved cooking methods that enhance flavor, food safety, and nutritional retention.
  • Educate participants on the nutritional needs of children under five years old and how regenerative home gardens can contribute to improving their diets.

Development of Training Materials

  • Prepare user-friendly and Khmer language training manuals, recipes, and guidelines tailored to the local context.

Bidder Eligibility

  • Qualifications and Experience
  • The ideal consultant should have:
  • Proven experience in culinary arts, nutrition, or food safety training.
  • Strong knowledge of Khmer cuisine and traditional cooking methods.
  • Experience in conducting community-based training and documentation.
  • Excellent communication and facilitation skills.
  • Ability to develop culturally appropriate and user-friendly training materials.
  • Familiarity with regenerative agriculture and its application in home gardens.

Eligible firms or consultants may submit their proposals by 20/05/2025, at 5:00 p.m (Cambodia Time), either electronically to email or in hard copy to iDE Cambodia Office, addressed to Dr. Kim Hian Seng, Agriculture Program Director. 

Proposal submission should include:

  • Cover Letter
  • CV of a Lead consultant
  • A detailed work plan and timeline that respects the SOW as described above
  • A detailed budget, including all consulting fees, and field travel fees, training of trainers’ session and taxes 
  • A sample of your previous similar assignment
