The Culture and Environment Preservation Association (CEPA) is implementing the Improved Community Resilience program in Stung Treng and Ratanakiri Provinces. CEPA are currently in search of a qualified expatriate or Cambodian consultant to conduct the community-tools for loss and damage assessment for the Improved Community Resilience Project in Stung Treng and Ratanakiri.

Position Summary
Duties & Responsibilities:
  • Lead the design and application of community-based tools for loss and damage assessment related to climate change, disasters, and slow-onset events.
  • Review existing project documents, baseline data, and relevant national or international loss and damage frameworks.
  • Adapt assessment tools to local contexts, ensuring they are gender-responsive, disability-inclusive, and culturally appropriate, particularly for Indigenous communities.
  • Facilitate and/or supervise community consultations, focus group discussions, and key informant interviews in Stung Treng and Ratanakiri provinces.
  • Build the capacity of local partners and community representatives on the use of loss and damage assessment tools.
  • Analyze qualitative and quantitative data collected from communities and synthesize findings.
  • Prepare a clear and practical assessment report, including findings, lessons learned, and recommendations for project implementation and policy advocacy.
  • Coordinate closely with the project team and relevant stakeholders to ensure timely and high-quality delivery of outputs.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Postgraduate Degree in environmental studies, climate change, disaster risk reduction, development studies, social sciences, or a related field.
Skills & Knowledge:
General & Technical Skills
  • At least 5–7 years of relevant professional experience in climate change adaptation, disaster risk management, or loss and damage assessments.
  • Proven experience in designing and implementing community-based or participatory assessment tools.
  • Strong understanding of loss and damage concepts, including economic and non-economic losses.
  • Demonstrated experience working with rural and Indigenous communities in Cambodia or similar contexts.
  • Knowledge of GEDSI (Gender, Disability, and Social Inclusion) approaches is a strong advantage.
  • Excellent analytical, report-writing, and presentation skills in English; knowledge of Khmer is highly desirable.
  • Ability to travel to remote areas and work effectively with multiple stakeholders under tight timelines.
  • Have a good understanding of the Cambodian context
  • Fluent in speaking, reading and writing English and Khmer
