Announcement Description

Culture and Environment Preservation Association (CEPA) is seeking a qualified consultant or consulting firm to facilitate and develop its Five-Year Strategic Plan (2027-2031). The consultant will lead a participatory strategic planning process involving CEPA’s Boards of Director, management, staff, partners, donors, government, communities and key stakeholders to develop a strategic framework that will guide CEPA's future direction, organizational sustainability, program priorities, and resource mobilization efforts.

Summary

Scope of Work

  • Review relevant organizational documents and reports.
  • Facilitate consultations and strategic planning workshops with staff, Board members, communities, partners, government, and stakeholders.
  • Conduct organizational and contextual analysis.
  • Develop a draft Five-Year Strategic Plan, including strategic goals, objectives, outcomes, and implementation framework.
  • Revise and finalize the Strategic Plan based on feedback.

Deliverables

  • Inception report and work plan.
  • Facilitation of strategic planning consultations/workshops.
  • Draft Five-Year Strategic Plan.
  • Final Five-Year Strategic Plan incorporating feedback.

Eligibility

  • Advanced degree in a relevant field.
  • Proven experience in organizational strategic planning, preferably with NGOs or civil society organizations.
  • Strong facilitation, analytical, and report-writing skills.
  • Familiarity with environmental conservation, natural resource management, or community development is an advantage.
  • Excellent communication skills in English; Khmer language skills are desirable.
