Announcement Description

Strengthening Safe Finance in Community Project was initiated and developed by the National Bank of Cambodia and the Cambodian Microfinance Association, with a focus on enhancing financial literacy, rights, and protection. This project aims to increase financial literacy, rights, and consumer protection in Cambodia, by increasing access and safe access to formal financial services in the community, in line with the Royal Safe village-commune policy and contribute to the National Strategy on the Financial Inclusion 2019-2025 and following the Financial Sector Development Strategy 2016-2025 of the National Bank of Cambodia.

The Safe Finance project aims to improve financial access and services for underserved communities. The Project currently piloted in four provinces: Kampong Thom, Kampong Speu, Svay Rieng, and Battambang from January 2023 to December 2024. This project subject to expand according to the support and results of the results from pilot phase of the project.

Background & Objective

As part of this initiative, the project requires the development a comprehensive manual of project implementation, tools and template for effective and appropriate guidance for the project implementation and scaling-up.

Scope of Work

The consultant will undertake the following tasks:

Project Implementation Guide:

Develop a comprehensive Project Implementation Guide that outlines the key steps and processes for the successful implementation of the Safe Finance project by:

  • Detailed project plan and timeline including key steps and best practices for effective project implementation
  • Roles and responsibilities of key stakeholders including project governance management and stakeholder management
  • Implementation processes and procedures including risk management
  • Monitoring and evaluation framework

Guide for field works’ activities:

  • Guide and steps and including tools/templates on how to effective integrate the project in existing activities in Commune/Sangkat’s activities.
  • Guide and steps and including tools/templates on how to effective conduct project awareness activity in community

Deliverables:

  1. Project Implementation Manual
  2. Guide for the field works/activities

Note: The selected consultant to submit the workplan, draft of the deliverable above for review and consult validate input and final submission of the final deliverable to head of executive of the project. (Consultant to develop all deliverables in both Khmer and English

Timeline:

The consultancy is expected to be completed within 4 months from the date of contract signing.

Bidder Eligibility

  • Proven experience in developing project management and training guides for development projects.
  • Expertise in project implementation, stakeholder engagement, and capacity building.
  • Excellent writing and presentation skills.
  • Knowledge of the financial inclusion and experience working on similar projects would be an advantage
