Announcement Description

Since 1998, Marie Stopes International Cambodia (MSIC) has established itself as one of the leading and most trusted providers of comprehensive sexual and reproductive health (SRH) services, specializing in safe abortion and contraception. MSIC has a network of 9 clinics located in Chbar Ampov, Sen Sok, Kirirum, Takhmao, Battambang, Siem Reap, Svay Rieng, Kampong Thom and Poipet. To bridge the gap of access for people in provinces without MSIC clinics, MSIC works with 30 community-based midwives called Marie Stopes Ladies to provide contraception and safe abortion services to women and girls in their communities.

In addition to these service delivery approaches, MSIC also engages in activities to ensure women have the information they need to make the choices right for them. MSIC operates a Contact Centre which provides SRH information, counselling and referrals for services via phone, email and social media. MSIC communication activities focus on addressing harmful norms and dismantling taboos which are a barrier to service access. MSIC is a long-term partner of the Royal Government of Cambodia.

Environmental Commitment

MSIC recognizes that high‑quality sexual and reproductive health services must be delivered in ways that are safe, sustainable, climate‑conscious, and environmentally responsible.

MSI International has recently released a Global Environmental Policy Template to guide country programmes in:

  • embedding environmental sustainability into operations and programming
  • meeting donor expectations (including DFAT accreditation standards)
  • improving waste, energy, and resource management
  • reducing carbon emissions and environmental impact

ToR Overview and Objectives

MSIC aims to develop and implement a comprehensive Environmental Policy that aligns with:

  • MSI Global Environmental Principles
  • DFAT Environmental Safeguard Standards
  • Cambodian waste, clinical safety, and environmental health regulations

The overall goal is to strengthen MSIC’s environmental sustainability practices, ensure compliance with international donor standards, and integrate environmental risk management into organizational culture.

Specific Objectives

The consultant/agency will support MSIC to:

  1. Design a full Environmental Policy, including commitments, scope and operational guidance.
  2. Map MSIC environmental risks, including waste management, clinical procedures, logitic, and procurement.
  3. Ensure the policy directly addresses action needs identified in the MSIA Environmental Management Practice Assessment.
  4. Develop a practical Environmental Management Action Plan aligned with MSIA’s assessment indicators.

The Environmental Policy and associated materials will be intended for:

  • MSIC Support Office team (Phnom Penh)
  • MSIC clinic teams
  • Marie Stopes Ladies
  • Senior Management Team (SMT)

Scope of work

The consultant/agency is responsible for:

1. Policy Design and Development

  1. Environmental Management Action Plan
  2. Feedback, Validation, and Revision
  3. Policy Induction to key MSIC staff
  4. Reporting

Timeline

Eligibility

  • Consultant Profile (max 2 pages)
  • Must demonstrate:
  • Experience developing environmental or sustainability policies
  • Experience conducting environmental assessments and training
  • Familiarity with DFAT or other donor environmental safeguards (preferred)
  • References from relevant previous work
  • Topline Work Plan (max 2 pages)
  • Timeline for completion of deliverables
  • Methodology, milestones, and consultation plan
  • Proposed Budget
  • Detailed cost breakdown
  • Indicate taxes and travel if applicable
