Announcement Description

In Cambodia’s hot climate, climate change and unplanned urban growth have increased residents’ exposure to extreme heat, especially in energy-inefficient housing. This has led to energy poverty, higher household energy costs, and worsened health issues related to heat stress. The overreliance on air conditioning as a primary cooling solution significantly raises energy consumption, straining household budgets and contributing to increased greenhouse gas emissions.

This issue stems from a lack of technical and financial resources, outdated building practices, limited awareness of energy-efficient solutions, and insufficient engagement from policymakers. Currently, low-cost, low-tech solutions to mitigate heat in buildings are underdeveloped and underutilized. In Cambodia, 45% of the electricity consumed is used for cooling, with 80% of that directed towards space cooling in buildings. Improving thermal comfort in urban housing, reducing high energy consumption, and addressing the lack of affordable energy-efficient retrofitting options in Phnom Penh are crucial.

The project aims to enhance living conditions and climate resilience for urban populations in Phnom Penh by implementing cost-effective, energy-efficient retrofitting solutions and practices for cooling.

Initially, it will directly impact 560 direct beneficiaries, including 100 households (480 people), 15 SMEs (30 employees), 2 MFIs, and 50 government stakeholders. The Project will also directly reach 15,000 individuals through behavior change campaigns. By collaborating with local SMEs and financial institutions, the project promotes market adoption of retrofitting in Cambodia.

Main objectives of the study

Under the CHILL Project, the consortium (Geres, Live & Learn Cambodia, and ITC) is implementing activities to promote energy-efficient and passive cooling solutions in the construction and retrofitting sector in Phnom Penh.

As part of Activity R2.1 – Mapping of Stakeholders and Supply Chains, primary data collection is required to gather information from Small and Medium Enterprises (SMEs) and suppliers involved in the construction and retrofit sector

The project seeks to recruit a consulting enumerator team conduct data collection, which will ensure high-quality, gender-sensitive, and ethical data gathering.

Objective of the Assignment

The overall objective of this assignment is to conduct primary data collection from targeted SMEs and suppliers in Phnom Penh to support stakeholder and supply chain mapping of the construction and retrofit sector.

Specific objectives are to:

  • Collect quantitative and qualitative data from SMEs and suppliers using approved survey tools
  • Ensure accurate, complete, and gender-disaggregated data

Location

Preference to have the team leader and most of the consultancy team located in Phnom Penh.

Communication arrangement

The communication arrangement will involve a designated key person in LLC with the team leader of the consultancy team.

To ensure proper coordination and alignment throughout the project, a key person will be designated as well for the ITC and Geres partner.

The consultant team will provide weekly progress updates to the project team. These updates will facilitate timely feedback and adjustments to ensure the data collection meets the CHILL project’s objectives for SMEs and stakeholder mapping in Phnom Penh.

Eligibility

  • The consultant team or company must have deep experience (5+ years) working in data collection and field research, construction SME studies, or energy efficiency research in Cambodia or similar contexts.
  • The consultant team is expected to have the following qualifications and skills:
  • Experience working with SMEs, informal businesses, or construction sector is an asset
  • Strong understanding of gender-sensitive data collection
  • Strong analytical and report-writing skills.
  • Ability to engage with local stakeholders, including local SMEs in the construction sector and communities.
  • Knowledge of the Cambodian context, including cultural and economic factors.
  • High level of proactivity and independence.
  • Presence and availability in Cambodia during the contract period.
  • Proficient in using both manual and digital platforms for data collection (e.g., paper forms, mobile apps).
  • Able to communicate clearly with the craftsman and explain survey objectives.
  • Proficient in Khmer language for the surveyor English mandatory for the team leader.
  • Strong observational skills and ability to take clear field notes.
  • Proven experience in field data collection (surveys, KIIs, FGDs)
  • Familiarity with passive cooling strategies and energy-efficient retrofitting.
  • Able to accurately use measurement tools (tape measures, laser tools, etc.).

Content

Applications should comprise:

  • A technical offer made of:
  • a proposed approach including methodology and work plan (max 10 pages)
  • CV and details of the assigned expert and team (max 3p. per CV, pages in excess will not be considered)
  • Examples of similar work done.
  • A financial offer explicating the number of man-days with unit costs

The maximum budget estimate for this study is X USD, all taxes applicable included.

It includes consultant fees, as well as travel expenses (transportation cost, per diem, etc.).

Please provide a comprehensive budget, with unit, unit cost, quantity presented by block of deliverables, and working method.

Technical and financial offers should be in separate files, in a generally accepted electronic format. With the following reference: “Data Collection of Stakeholder and Supply Chain Mapping in SME SME Construction Sector in Cambodia.”

Electronic submission should be less than 10 Mb (if heavy, please split into several files).

Evaluation

Applications will be assessed on both the technical and financial offers.

Only technical offers with a minimum score of 80 will go through the financial evaluation process.

The technical evaluation will be made thanks to the attached files.

The committee will select the application offering the best value for money.

The consortium may award the contract at its own discretion if no offer satisfies the technical and/or financial criteria.
