CARE is an international development organization fighting global poverty with a special focus on working with women and girls to bring sustainable changes their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people. Founded in 1945, today CARE works in over 100 countries around the globe and supporting approximately 1,500 poverty-fighting development and humanitarian aid projects to reach more than 92 million people directly and 433 million people indirectly. CARE works with partners to achieve lasting results for marginalised communities.

CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls form ethnic minorities. Each year CARE Cambodia implements around 10 projects, reaching approximately 250,000 direct participants and about 500,000 people are reached indirectly.

Summary

Objectives include:

The consultant will support coordination between the project and Ministry of Environment, facilitate multi-stakeholder engagement, Project Steering Committee (PSC) and Project Implementation Unit (PIU) and contribute technical inputs to policy dialogue and scaling strategies related to sustainable packaging and waste management.

Scope of Work:

The consultant will undertake the following tasks:

  • Government and Sub-National Coordination
  • Facilitate coordination between the project team and relevant ministries, departments, and local authorities.
  • Facilitate coordination and meeting organization with PSC and PIU’s secretariat
  • Support alignment of project activities with national waste management and plastic reduction policies.
  • Support coordination key project activities such as workshop, training, and/or public events (E.g national fair)
  • Ensure government stakeholders are informed and engaged in pilot activities
  • Technical and Policy Engagement
  • Provide technical inputs to policy recommendation papers and consultation processes.
  • Support validation workshops and national consultation meetings on sustainable packaging and waste management.
  • Contribute insights on regulatory frameworks and policy developments.
  • Working Group and Scaling Support
  • Contribute to the establishment and functioning of working groups related to green finance and scaling of sustainable business models.
  • Support dialogue between government agencies, financial institutions, and private sector stakeholders.
  • Documentation, M&E, and Reporting
  • Provide short technical notes and inputs summarizing key coordination outcomes.
  • Provide support in reviewing research assessment and project outputs reporting
  • Support preparation of policy-related documentation and consultation outputs.

Eligibility

  • Advanced degree in environmental policy, public administration, waste management, or related fields.
  • At least 3–5 years of experience working with government institutions, environmental policy, or waste management programs.
  • Strong knowledge of Cambodia’s waste management and environmental policy frameworks.
  • Experience facilitating multi-stakeholder dialogue and public-private collaboration.
  • Strong communication and coordination skills.

Submission Requirements

Budget:

Interested agencies should submit a detailed budget proposal that outlines all expected costs related to the consultation/survey, including fieldwork, data analysis, reporting, and any other relevant expenses. The budget should be competitive and justifiable based on the proposed scope of work.

  1. Technical Proposal (methodology, architecture, workplan)
  2. Financial Proposal (detailed budget breakdown)
  3. Company profile and CVs

Selection Process:

The selection process will include a review of all submitted applications, interviews with shortlisted agencies, and reference checks. The agency that best demonstrates its ability to meet the primary objective of this consultancy (within the proposed timeframe) with most relevant qualification and experience will be selected.
