MSIC plan to renovate and refurb Clinic in Kampong Speu (CKS). The facility will support both women and men in accessing high-quality, respectful healthcare services they deserve. MSIC requires a qualified Civil Engineer / Architect / Consultant to prepare detailed engineering designs, compile complete Bill of Quantities (BOQ) with architectural specifications, and oversee construction/refurbishment works on site.

Summary

Objective of the Consultancy

The overall objective of this consultancy is to ensure that the Civil Works Design, Bill of Quantities (BOQ), and Construction Supervision of the CKS Clinic are executed with standard quality, within budget, and in full compliance with Cambodian construction standards and medical facility safety protocols, The consultant will:

  1. Review renovation specifications and prepare detailed architectural/engineering drawings and standard BOQ.
  2. Provide technical support to MSIC in the evaluation and selection of contractors.
  3. Provide quality assurance, site inspection, and supervisory management throughout the construction phase.
  4. Prepare and submit weekly site progress to Manager/Committee.
  5. Construction Supervision & Quality Control.
  6. Conduct final Inspection based on the final punch-list

Scope of work

MSIC is seeking Individual Consultant / Engineering Firm for Civil Works Design, Bill of Quantities (BOQ), and Construction Supervision. The consultant will be responsible for three primary phases:

  1. Phase 1: Detailed Design & BOQ Development
  2. Phase 2: Bidding Support & Technical Evaluation
  3. Phase 3: Construction Supervision & Quality Control

Duration & Location

Location: Kampong Speu Clinic (Site visits) and MSIC Country Office in Phnom Penh.

Duration: The consultancy will run concurrently with the renovation period (estimated 6 weeks for design and BoQ work and 8 weeks for inspection works)

Eligibility

  • Individual Consultant / Engineering Firm/ Agency
  • Education: Bachelor’s degree or higher in Civil Engineering, Architectural Engineering, or Construction Management.
  • Experience:
  • Minimum of 5 years of proven professional experience in civil design, structural drafting, BOQ estimation, and construction supervision.
  • Prior experience working on healthcare facilities, clinics, or commercial renovation projects.
  • Demonstrated familiarity with local Cambodian construction norms, electrical standards, and building safety codes.
  • Skills: Proficiency in AutoCAD, structural analysis software, MS Excel (advanced BOQ modelling), and technical reporting in English and Khmer.

  1. Proposal workplan and timeline detailing works/activities to handle the assignment
  2. Project team CV, Company profile including VAT, Patent, Tax registration
  3. Financial proposal/ Costing of the assignment
  4. Others relevant supporting documents

Deadline of submission of proposal

Interested Individual Consultant or Engineering Firm/ Agency will receive the detail ToR, including scope of works and deliverables at MSIC office. There will be a presentation of detail of the works on 7th October 2026 at 2pm.
