Announcement Description

Cord is seeking a consultant (or team of consultants) to undertake a case study on applied peacebuilding for accountability in extractive industries and natural resource management under the SABRE programme.

Cord is an international non-governmental organisation with over 55 years of experience in humanitarian, development, and peacebuilding work across Africa and Southeast Asia. In Cambodia, Cord and local partners implement SABRE, a European Union–funded programme working at the nexus of BHR and peacebuilding.

The consultancy will document and analyse how Community Mining Focal Points (CMFP) apply peacebuilding tools in practice within advocacy, dialogue, and stakeholder engagement processes, and how this contributes to strengthened accountability and responsible business practices in complex governance contexts. The study will focus on applied learning rather than activity reporting, and will also explore how CMFP build confidence and capacity to use these tools over time.

Summary

Objectives of the assignment

The consultant will:

  • Illustrate how peacebuilding tools are applied in rights-based accountability processes
  • Examine how these tools contribute to improved accountability through conflict-sensitive and sustained engagement in extractive and NRM contexts
  • Contribute to learning and validation of SABRE’s integrated BHR, and peacebuilding approach
  • Generate practical insights to inform future programme design, adaptation, and learning within Cord and partner organisations
  • Explore how CMFP supported under SABRE acquire the confidence and capacity to apply peacebuilding tools over time, and how this individual learning journey contributes to strengthened accountability outcomes during the SABRE implementation period

The consultant will deliver:

  • Inception note (methodology, questions and case study outline/structure) upon signing the consultancy agreement
  • Draft case study (15-20 pages )
  • Final case study incorporating feedback
  • Optional short learning brief (2–4 pages)

All deliverables will be submitted in English.

Submission Requirements

Interested consultants should submit a brief technical proposal outlining their understanding of the assignment and proposed methodology, a financial proposal indicating the daily rate and estimated number of days, a CV highlighting relevant experience, and a cover letter.
