Announcement Description

ICC is implementing the Anti-Human Trafficking, Safeguarding, and Sustainable Livelihood Enhancement (ASSE) Project, planned 1 October 2025 – 31 December 2028, in Preah Sdach District, Prey Veng Province. The project works with Watch Teams, schools, religious leaders, civil society organisations, and sub-national authorities to strengthen child protection and safeguarding systems, reduce unsafe migration and trafficking risks, and enhance sustainable livelihoods for poor households.

A baseline study is required early in project implementation to establish benchmarks, finalize the MEL system, and enable effective performance tracking and learning across the project’s results framework.

Summary

Purpose of the Consultancy

The consultant will establish credible baseline values and develop a practical, ethical, and safeguarding-compliant MEL system to support monitoring, learning, and reporting for the ASSE Project.

Scope of Work

The consultant will be responsible for:

  • Finalising the project M&E plan, including indicators, data sources, collection frequency, responsibilities, and quality assurance mechanisms.
  • Designing quantitative survey tools and limited qualitative instruments (for new sites only), in Khmer with English versions, and supporting KoboToolbox programming.
  • Delivering a two-day training for enumerators and supervisors on ethics, child safeguarding, consent/assent, interviewing techniques, and Kobo use.
  • Providing fieldwork support, including daily data quality checks and troubleshooting.
  • Cleaning and analysing data, preparing a tidy dataset, summary visuals, and facilitating a results sense-making session with ICC.
  • Producing a comprehensive baseline report in English, with a Khmer executive summary.

Duration

The consultancy is expected to take place over 10–12 weeks from contract start.

  • Enumerator manual and training materials
  • Clean dataset and analysis plan
  • Sense-making workshop materials
  • Draft and final baseline report (with Khmer executive summary)

Eligibility

  • Required Qualifications
  • Proven experience conducting baseline studies in protection, anti-trafficking, safeguarding, or community development programmes in Cambodia
  • Strong expertise in MEL system design, survey methodology, and data analysis
  • Proficiency with KoboToolbox/ODK and data quality assurance
  • Demonstrated experience training enumerators and delivering training in Khmer
  • Strong understanding of ethics, child safeguarding, and data protection

Submission Requirements

Payment Schedule

  • 30% upon approval of the Inception Note and M&E Plan
  • 40% upon delivery of the clean dataset and facilitation of the sense-making workshop
  • 30% upon acceptance of the final baseline report

(Fieldwork operational costs will be covered by ICC.)
