Announcement Description

Kdei Karuna Organization (KdK) is an innovative, politically neutral NGO that has worked in Cambodia on conflict transformation and transitional justice in various communities for more than ten years. In 2010, the organization registered as a local non-governmental organization under the laws of the Kingdom of Cambodia. KdK employs participatory community-engaged approaches to build sustainable peace through ‘Dialogue, Documentation and Creative Outreach’. KdK’s projects engage youth, survivors, ethnic minorities, former Khmer Rouge (KR); and local authorities in 21 provinces. KdK has undertaken several project activities which have provided tremendous support to survivors, especially leading one of the “reparations” project for Conflict-Related Sexual Violence (CRSV) survivors (Pka Sla – Sexual Gender Based-Violence (SGBV) and Forced Marriage during the KR; Gender Justice; and Healing and Reconciliation for survivors of torture, SGBV and other forms of violence) before the Extraordinary Chamber in the Courts of Cambodia (ECCC, or so called Khmer Rouge Mixed Tribunal). KdK has documented hundreds of stories of survivors of CRSV in books, audio and videos, has developed manuals on family dialogue, the guidebook to support SGBV survivors, and has provided training to youth and local facilitators on basic mental health support, mediation, dialogue facilitation and oral history collection.

Since December 2024, KdK has been awarded by Global Survivors Fund (GSF) to co-implement a 25-month project “Interim Reparative Measures” with Transcultural Psychosocial Organization (TPO) – a local NGO whose mission is to provide mental health and psychosocial support to Cambodian people. This project targets around 300 Khmer Rouge survivors of CRSV, including forced marriage and other forms of sexual violence, in 3 communes of Kampot province.

Purpose of Audio Visual Documentation

KdK is now looking for external Consultant and/or an external consultant team, who will work closely with the project team of KdK to produce two documentary videos (Max. 4-5 minutes per video) capturing the impact of the project on survivors for advocacy. The specific objectives are as follows:

  • Produce two quality videos of the proposed thematic areas meeting the optimal standard;
  • Prepare the scripts and narration that is mutually agreed by KdK team for overall video documentaries, and/or project partners and donors if needed;
  • Visit the project working areas and conduct interviews, capture video footages, with the target groups/stakeholders/beneficiaries to get the context required for the documentary videos;
  • Produce the FINAL professional quality videos ensuring that contents are well edited, documented and ready to be shared; and
  • Provide the promotion platform for broadcasting the videos for wider dissemination.

Timeline and Framework

The assignment is expected to start by June 01, 2026 and conclude by September 30, 2026 (With final deliverables). The Consultant may be an individual or firm. 

Communication, Management and Coordination:

The consultant will work closely with the project team from KdK. However, the consultant needs to work closely with other team members as appropriate. Aside from that, the field visit will be accomplished out with the support of project staff.

Budget

  • Detail of costs with number of days and schedule, to be submitted from consultant.
  • The budget for this assignment will be as per the procurement policy of organization and tax will be deducted as per the government policy of Cambodia.

Eligibility

  • The consultants are expected to possess the following qualifications:
  • At least three to five years of experience in video-documentary/video editing.
  • Excellent technical capacities (state of art filming equipment preferably 4K) to ensure smooth and high-quality production. 
  • Experience in working with I/NGOs.
  • Experience in covering Khmer Rouge history issues, peace building and development subjects will be an asset.

Submission Requirements

The potential and interested consultant must submit technical and financial proposal with the description of their experience, as well as a portfolio of their previous works. Following documents are expected to receive as technical and financial proposition within 10 days of date of announcement.

  • Technical and financial proposal, budget, and expression of interest;
  • Work plan including proposed timeline;
  • CV of lead and team member
  • Samples of the previous work done 

The technical and financial proposal should be emailed with subject line: “Proposal for Audio Visual Documentation”.

The Technical Proposal and the Financial Proposal files MUST BE COMPLETELY SEPARATE. The files must be sent to the dedicated email address specified.

Proposal Evaluation /Scoring Criteria: 

Firm/Consultant will be evaluated based on following criteria: The weight for technical portion of the proposal will be 70% and financial 30%. The key factors stated below will be taken in consideration during the evaluation process:

  • Previous work experiences in the relevant areas particularly highlighting the grassroots issues in various multi-stakeholders platform;
  • Methodological/technical aspects of carrying out the task; and
  • Budget and Plan (consultant fees, breakdown of activity costs, timeline etc.).
