Cambodia is a lower-middle income country of 17.42 million people. It has the youngest population in Southeast Asia, with roughly 65% of the population aged under 30 years old. According to the 2019 General Population Census, 4.9% of Cambodia's population aged five years and above experience some difficulty in performing basic functions due to disability. This is almost certainly an underestimate. According to the Information Needs Assessment for Persons with Disabilities in Cambodia, published by UNESCO in collaboration with the Cambodia Development Resource Institute (CDRI), approximately 24.4% of individuals aged 5 and above report having some form of disability. The needs assessment found that persons with disabilities, and particularly people living with intellectual disability, encounter considerable challenges in exercising rights and accessing services which hinders their full participation in society. 

Cambodia has officially ratified the UN Conventions on the Rights of People with Disabilities (CRPD) and has its own Disability Law and National Disability Strategic Plan (NDSP2). However, weak capacity among stakeholders to uphold the policies, unclear language throughout the policies regarding specific targets, objectives, and differentiation between types of disabilities, and a general lack of understanding about intellectual disability among key members of society have prevented meaningful implementation of key strategies outlined in these frameworks. Data and policies do not distinguish between disability types, meaning physical disability, which is easier to identify, receives most of the focus. Further, a lack of government and societal understanding of rights of people with intellectual disabilities limits policy implementation, especially marginalizing persons with intellectual disabilities.

Objective of the Consultancy

The objective of this consultancy is to support Damnok Toek and KSH to develop a finalized advocacy strategy and plan that is aligned to the objectives and outputs of the project. Preliminary work has been undertaken in 2025 in identifying 3-4 advocacy themes.

The role of the consultant will be to facilitate a two-day workshop and then develop the outputs of the workshop into a finalized strategy plan and schedule.

Workshop:

Validate that the selected advocacy themes are consistent with the project’s overall strategy, long-term goal and outcomes.

Facilitate the DT and KSH teams in the development of a detailed three-year advocacy implementation plan with clear milestones, an implementation schedule and resource plan

Strategy plan:

Finalise a formal technical advocacy plan and schedule

Scope of Work and Deliverables

  • Review the project document and log frame (1 day)
  • Facilitate to two-day workshop with DT and KSH staff (2 days)
  • Produce a detailed and targeted advocacy implementation plan and schedule with key milestones from 2026-2028 (3 days)

Timeframe

The consultancy will be completed in October 2025.

The workshop will be conducted in Phnom Penh

Bidder Eligibility

  • Minimum Bachelor degree in social sciences, communications or political science
  • Previous experience in development of advocacy strategy and planning
  • Demonstrable familiarity with public services and civil society in Cambodia
  • Fluency in Khmer and English
  • Familiarity with disability in Cambodia is an advantage
  • Consultants must be able to provide evidence of similar assignments completed in the last two years

Submission Requirements

Interested parties should submit a short technical and financial proposal (to include tax), current CV and name of three referees from recent assignments completed.
