Cambodian Disabled People’s Organisation (CDPO) was established in 1994 as a movement of Cambodian persons with disabilities. CDPO is a membership based, non-governmental organisation, representing persons with disabilities in Cambodia and working towards becoming “The voice of persons with disabilities in Cambodia”. CDPO has differentiated itself from other Cambodian disability organisation by building a national network of its members including Organisation of Persons with Disabilities (OPD) and Women with Disabilities Federations/Forums (WWDFs). CDPO does not provide goods or rehabilitation services but rather represents OPDs &WWDFs nationally and advocates for their rights and interests as well as helping to build their rights, awareness and capacity towards achieving a life with dignity for persons with disabilities.

Our focus will be on policy, programs, research, monitoring and training. CDPO believes the way forward which is most likely to benefit people with disability is improved access to mainstream systems, services and programs. This is why this strategic plan emphasizes disability inclusion.

To strengthen its governance, financial management, and human resource systems, CDPO is seeking a qualified a consultant (s)/a firm based in Cambodia to review and develop/update its:

  • Bylaws (to ensure compliance with Cambodian laws and best practices)
  • Financial Policy (to enhance transparency, accountability, and financial controls)
  • Human Resource (HR) Policy (to align with labor laws and improve staff management)

Consultant/Firm to Review and Develop Bylaws Finance and Human Resource Policy

Objective:

The consultant(s) / firm will:

  • Review existing policies (if any) and assess gaps against Cambodian legal requirements and international best practices.
  • Develop/revise Bylaws to ensure legal compliance and effective governance.
  • Develop/revise a Financial Policy covering financial management and internal control, budgeting & cash flow management, procurement & expenditure procedures, donor fund management, financial reporting, asset management, auditing preparation and tax compliance,
  • Develop/revise an HR Policy covering HR planning, recruitment, contracts, benefits, performance management, capacity development, code of conduct, etc.
  • Ensure policies are practical, culturally appropriate, and align with the organization’s mission.

Service scope:

The consultant(s)/ firm will:

  • Conduct a desk review of existing documents and relevant Cambodian laws (NGO Law, Labor Law, Taxation, etc.).
  • Consult with key stakeholders (Governing Board, staff, and partners) to gather input.
  • Draft revised Bylaws, Financial Policy, and HR Policy in Khmer (in English, if required).
  • Present drafts for feedback and incorporate revisions.
  • Finalize approved policies and provide a summary report.

Service output:

  • Inception Report (work plan, methodology, timeline).
  • Draft Policies (Bylaws, Financial Policy, HR Policy) for review.
  • Final Approved Versions of all policies in editable and PDF formats both Khmer and English.
  • Final Report summarizing changes and recommendations.

Bidder Eligibility

  • The consultant(s)/ firm:
  • Advanced degree in Law, Finance, HR, or related field.
  • Proven experience developing governance/financial/HR policies for NGOs in Cambodia.
  • Strong knowledge of Cambodian legal frameworks (NGO Law, Labor Law, Law on Accounting and Auditing, CIFRS for NFPE, Tax regulation).
  • Excellent drafting skills in Khmer/ English.
  • Strong facilitation and stakeholder engagement skills.

  • Technical proposal (methodology, timeline, relevant experience).
  • Financial proposal (fee breakdown).
  • CV(s) of key personnel.
  • Sample of previous similar work (if available).
