Announcement Description

The Nurture Project is jointly implemented by HEKS/EPER Cambodia and Caritas Switzerland and co-financed by the Swiss Agency for Development and Cooperation (SDC). Nurture works in close cooperation with the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Provincial Departments of Agriculture, Forestry and Fisheries (PDAFF), together with other relevant government and private-sector counterparts. Nurture’s overall goal is to enhance the climate resilience of vulnerable smallholders farming households and their communities, while increasing their incomes through climate-proofing of agro-ecosystems.

Under the initiative of the Provincial Department of Agriculture, Forestry and Fisheries (PDAFF), the Multi-Stakeholder Platform (MSP) has been strengthened as the Community Vegetable Trading Forum to promote fair and inclusive vegetable trading across four provinces. The partnership between PDAFF, EWS-KT, and Nurture aim to enhance collaboration among vegetable value chain actors, including agricultural cooperatives, service providers, producers, traders, and buyers.

To sustain and scale the MSP outcomes, there is a need to strengthen PDAFF’s capacity to facilitate business-oriented, fair, and inclusive vegetable trading practices. This includes building a business mindset, understanding market dynamics, and promoting fair trading principles among value chain actors.

Summary

Objective of the assignment

The objective of this assignment is to recruit a consultant/firm to design and deliver a Training of Trainers (ToT) for PDAFF/CAO staff, enabling them to:

  • Facilitate training sessions on business mindset development
  • Promote fair and inclusive vegetable trading practices
  • Strengthening market-oriented thinking among vegetable value chain actors

Scope of work

The consultant/firm will be responsible for:

  • Conducting rapid needs assessment with PDAFF, EWS-KT, and Nurture, producers, service providers; agri-input, bank/MFI, trader/buyers and other vegetable value chain actors
  • Designing a structured training curriculum and training materials
  • Delivering a ToT session for PDAFF/CAO staffs
  • Equipping PDAFF with facilitation tools and practical case studies
  • Providing recommendations for scaling the training to other areas

Target Participants

PDAFF technical staff and Commune Agriculture Officer (CAO) (Estimated number: 70 participants in 4 provinces)

Deliverable by Consultant

The consultant/firm will work closely with Component Manager on climate resilience agriculture and market system development of the Nurture Project define the actual context where assignment objectives could be met and delivered the expected outcomes;

  • Training curriculum and session plan
  • Training materials (slides, handouts, exercises, case studies)
  • Facilitator guide for PDAFF trainers
  • Pre- and post-training assessment tools
  • Short training report including lessons learned and recommendations

Methodology / Approach

The consultant/firm is expected to apply:

  • Community-based experience learning principles
  • Participatory and practice-oriented training methods
  • Real case examples from vegetable value chains
  • Group discussions, role plays, and business simulations

The ToT should emphasize practical facilitation skills, not only technical knowledge.

Indicative Timeline

  • Assignment duration: approximately 14 working days
  • ToT session delivery: 04 days (1 day for each province)
  • Period: 18 March – 31 March, 2026

Eligibility

  • The proposal for this assignment, Consultant/firm has required qualification criteria:
  • At least 05 years of experience in agribusiness, market systems development, or vegetable value chain facilitation
  • Proven experience in designing and delivering ToT programs in khmer
  • Strong understanding of fair trade, inclusive markets, or agricultural value chains (including promotion of organic, agroecological and local products)
  • Experience working with government institutions is an advantage
  • Solid knowledge with the Cambodian agricultural context particularly vegetable sub-sector is preferred
