DanChurchAid (DCA) has been supporting programming in Cambodia since 1979, having opened office country 1997. DCA currently supports 24 local partners1, whose interventions contribute to DCA’s thematic global goals, viz., ´Save Lives´, ´Build Resilient Communities´,Fight Extreme Inequality´. Current Country Programme covers a four-year timeframe (2023-2026) and DCA Cambodia is implementing it as a single programme centred around a Theory of Change (ToC), which was developed with partners’ input.

The Country Programme has a strong focus on realising change through empowerment of individuals and communities. The basis of the programme theory of change is that economic empowerment is a starting point of civic engagement; hence the programme tries to address livelihood improvement for all communities included in its projects. DCA is a rights-based organisation, which underpins the Cambodia country programme approach, with the belief that respect for human rights is a prerequisite for sustainable development. In all its work, DCA places a high value on partnership and innovation.

Summary

Scope of work

The evaluation assignment should cover the DCA country programme period starting in 2023 and ending in 2026. The evaluation will assess the relevance, effectiveness, efficiency, coherence, sustainability, and potential impact of the Country Programme Strategy, the Theory of Change that underpinned the strategy and the various programme interventions designed and implemented as part of this strategy and ToC during this period.

The evaluation will examine programme strategies, approaches, partnerships, and results across the thematic and geographic areas covered by the Country Programme. Particular attention will be given to the programme’s rights-based approach, community empowerment, livelihood improvement, civic engagement, partnership modalities, nexus and innovation.

The evaluation will include various operational locations throughout Cambodia, and specifics regarding targeted locations will be discussed at the evaluation launch meeting. In general, however, the consultants should expect to focus on target groups within the following areas: Phnom Penh, Kampong Chhang, Battambang, Siem Reap, Takeo, Kandal, Koh Kong, Kampong Thom, Preah Vihear, Mondulkiri and Ratanakiri.

The scope of the evaluation will include:

  • Review of programme design, implementation, and results achieved during 2023–2026;
  • Assessment of programme relevance to community needs and national development priorities;
  • Analysis of outcomes related to economic empowerment, civic engagement, and rights-based development;
  • Review of partnership approaches, coordination mechanisms, and innovation practices;
  • Consultation with key stakeholders, including target communities, partners, local authorities, civil society actors, and DCA staff;
  • Identification of lessons learned good practices, challenges, and recommendations to inform future programming.

The evaluation is expected to apply a participatory and gender-sensitive approach, ensuring inclusion of diverse stakeholder perspectives across the programme areas.

Eligibility

  • The team leader of the evaluation should possess the following expertise:
  • Extensive experience (5-10 years of experience) with strategic and multi-sectoral programme evaluations, reporting and design processes, including skills such as indicator development, sampling, participatory evaluation methodology, etc.
  • Strong understanding of OECD-DAC evaluation standards
  • Strong report writing and facilitation/stakeholder engagement skills
  • Experience from international NGO and NGO based development and/or humanitarian assistance, institutional donors, UN agencies, or bilateral development agencies in Cambodia and/or across Asia region
  • Expertise on the organisational commitments such as human rights-based approach, localisation/local leadership, gender equality (gender-responsive evaluation design), young people and climate and environmental sustainability.
  • Experience with partner-based organisations (including faith-based partners)
  • Further, the team should have expertise in the following areas
  • Strong knowledge of Cambodia context on:
  • Space for civil society, and protection of human rights defenders, inclusive participation in decision-making, equitable distribution of resources through inclusive and accountable institutions, combating discrimination and promoting rights of excluded groups, social cohesion;
  • Community-based disaster risk reduction and risk management, sustainable community livelihoods and development and job creation, community influence decisions for building resilient communities; and
  • Humanitarian response and preparedness, emergency livelihoods and early recovery, conflict prevention and protection of human rights, and protection
  • Organisational quality management and accountability
  • Organisational capacity development
  • Capacity to manage fieldwork and communicate in local language in Cambodia

Submission Requirements

Interested applicants are invited to submit a proposal of no more than 10 pages, clearly demonstrating how the consultant(s) meet the stated criteria. The proposal should include: 

  • A detailed explanation of the proposed methodology and approach. 
  • A summary of relevant experience in designing and delivering similar programs, including examples of successful outcomes. 
  • CVs of all team members clearly outline the role of each team member.
  • It is expected that at least one team member will be physically present in Cambodia for the full duration of the assignment. DCA is unable to provide work visas for Cambodia.
  • Applicants are also required to provide a lump sum financial proposal in USD, inclusive of all applicable taxes, to cover the full scope of work as outlined in the Terms of Reference (TOR). The available budget for this assignment is between 25,000$ to $30,000 USD including all applicable taxes and essential travel cost.  This amount covers all in-country travel and related costs required for the consultant team to successfully complete the assignment.
  • Following completion of this assignment, DCA Cambodia may, subject to satisfactory performance, organizational needs, and mutual agreement, contract the selected consultant to provide advisory and technical support in the development of DCA Cambodia’s next country strategy, informed by the key recommendations arising from this evaluation.
