Introduction and Background

Coalition of Cambodian Farmer Community (CCFC) is a membership-based organization created on January 11th, 2011 by 12 communities (from Kandal, Svay Rieng and Preah Sihanouk) that work together to address land issues; natural resource and forced eviction resulting from development projects effecting on farmers’ lives. CCFC was officially recognized as a legal entity by the Ministry of Interior’s letter No. 1767 Sor Chor Nor dated 3rd September 2015. CCFC was officially recognized as a legal entity by the General Department of Taxation Certification is registered VAT TIN K009-901704942 valid from 27 November 2017 in accordance with article 101 of the law on Taxation. The CCFC is implementing four related projects: 1) Communities empowerment through organizing and Capacity Building. 2) Economic Empowerment. 3) Advocacy and Networking. 4) Organizational Development. Each year to support the advocacy work of CCFC and other members of communities, CCFC organizes communities under land grabbing and peasants can't access social protection policy framework and livelihoods development. CCFC also has a strong focus on strengthening the advocacy capacity of communities’ members and providing a number of trainings on social media, ICT, social protection, land and peasant rights to rural communities and promoting Economic Empowerment of peasants.

The CCFC strategic plan for the five years from January 1st, 2020-December 31st 2024 namely «Community Empowerment toward Life with Dignity» consisting with definite, strategy, and methodology that CCFC has been carrying out for its five-year work (2020-2024) so as to achieve its vision, mission, and goal, regarding to the objective and value of association entirely. The Strategic Plan (2020-2024) provides a coherent programmatic planning framework by leveraging CCFC's strengths and capacities.

Position Summary

Consultant: Conduct the Mid-Term Review of a five-year project proposal (2020-2024)

Organization: Coalition of Cambodian Farmer Community (CCFC)

Project Title: “Community Empowerment toward Lift with Dignity (CELD) ”

Location: 14 provinces such as Svay Rieng, Prey Veng, Kandal, Takeo, Kampot, Sihanouk, Thbong Khmom, and Preah Vihear, Kampong Speu, Koh Kong, Kratie, Kamong Cham, Kampong Thom and Siem Reap in Cambodia

Duration of Assignment: 25 Days including report documentation supports and some other related files

Expected Date of Assignment: Negotiation processes (Deadlines of report period is to submit by 25 October 2022)

Objective

  • The purposes of the mid-term review are:
  • to ensure that CCFC’s projects are in line with CCFC’s 5- year Strategic Plan/Project Proposal 2020-2024 which was developed in 2020
  • To highlight the achievements and challenges which exist in CCFC’s overall strategy by analyzing the level of impact CCFC’s projects have made on peasants in rural communities.
  • To assess the project's performance in terms of relevance, effectiveness, efficiency, impact and sustainability, coherence, and empowerment.
  • To document the lessons learned and provide recommendations to improve the quality and impact of the next two-year project intervention
  • To assess the progress of result statements and indicators in the logframe during the last two and half years. (Refer to the 5-year results-based framework).
Expectations - Duties, Responsibilities
  • To implement its program strategies and activities, CCFC’s employs the following main approaches:
  • Organizing and strengthening communities:
  • CCFC commits to organizing rural Peasant grassroots communities such as land communities, women groups, young peasants, and provincial Networks and to strengthening community groups. CCFC will be facilitating local Community, annual community planning setup and management, community resources mobilizing and actions for improving community development via building solidarity and a common voice to influence accessing policy and protection of the CCFC’s peasant benefits and local communities’ members in rural areas.
  • Community Capacity building:
  • CCFC has to implement a project activity to provide capacity and strengthen local leaders and key activists with active members such as women, rural youth on active citizenship, community facilitation skills, advocacy and Campaign skills, gender perspective and leadership, social protection, Policy influencing, organizing approach, legal instruments, and physical and digital security via social media to confront social-economic, human rights violations, transparency, and social justice and communities’ challenges.
  • Community Economic Empowerment:
  • CCFC will implement these activities with peasant target groups by continuing the promotion of the economic rights of peasants, activists as well as communities. CCFC will increase Saving for Change groups, and Peasant livelihood Network group, and provide a chicken raising mechanism and CCFC supports one local initiative on collective enterprises old pure water/rice miller inside the communities which are beneficial to peasants' members in target communities with raising awareness on free chemical agriculture and agro-ecology to individual farmers/communities.
  • Advocacy and Strengthening peasant networks:
  • CCFC is constantly leading and facilitating Advocacy Campaign to consist with its strategic works from local-regional levels with strengthening and building a network of rights holder’s communities’ groups for influencing duty bearers to fulfil their human rights obligations such as social protection, gender-responsive, food system, agroecology and land rights, rights of freedom association economic rights and rights of peasants. For rights to foods, CCFC is complying with its advocacy initiative mechanisms via communities’ leadership in advocacy work, community development planning, documentation, and data collections in supporting evidence-based advocacy/campaign to identify the needs and concerns that its marginalized communities and affected groups have been facing so far.
  • Organizational Capacity:
  • CCFC is continuously conducting monthly meetings with staff, Internal policies revision, and develops new policies/protocols and guidelines, general council meeting, team building and an annual reflection process for improving and enhancing its capability over the internal control and management system toward transparency with good governance for the entire organizations accordingly and effectively.
Requirements - Skills, Qualifications, Experience
  • Experience and Qualifications/Awarding Criteria
  • The assignment will be contracted to consultants with substantive experience in the area of civil society and knowledge of social protection Agrocogy, foods system, land and Peasant rights in rural settings. Given the current context, the consultants must be based in Cambodia.
  • EDUCATION
  • A minimum of a Bachelor’s in sociology, international development, social sciences, management or another relevant field of study.
  • WORK EXPERIENCE
  • Minimum 5 years of experience in the management of programs, implementation / evaluation of projects/programmers
  • Solid understanding of rural issues and land and rural peasant rights, especially gender and social inclusion.
  • Knowledge and experience of social protection Agrology, foods system, land and Peasant rights in rural settings, evidence-based advocacy in rural settings
  • Excellent analytical and report writing skills
  • Good people and communication skills
  • Proven work experience in use of participatory evaluation methods for identifying measurable target indicators
  • Demonstrated ability to assess complex situations in order to succinctly and clearly distil critical issues
  • Must be able to work independently with excellent demonstrated teamwork including men and women, coordination and facilitation skills
  • Where possible, evaluation team should consist of man and woman.
  • Experience in leading multi-disciplinary teams to deliver quality products in high stress and short deadline situations
  • Ability to work in a multicultural team environment and to deliver under pressure/meet deadlines
  • Comfortable with the necessary computer skills i.e. MS Word (personal laptop will be necessary for this mission)
  • Impartial and independent of the parties
  • LANGUAGES
  • Fluency in English language required. Fluency in Khmer is an advantage but not mandatory.
 

How to Apply

Budget and Payment terms/schedule

The total available budget for this mid-term review is 6000 including 15% of withholding tax. The consultant team is requested to submit a research proposal which consists of appropriate study design and budget breakdown. The payment to the successful consultant will be made in three installments:

  • 20% upon contract signing
  • 40% upon presentation of key findings
  • 40% after submission of the final report
