Consultant Baseline Assessment and “Stock Take” GBV Case Management

UNFPA Cambodia together with the Ministry of Women’s Affairs are implementing the project (Strengthening Country Systems for Prevention and Response to Gender-Based Violence in Cambodia) in 5 provinces and 14 Districts. To facilitate planning and to tailor activities towards the exact needs of each location, UNFPA and MoWA will undertake a baseline stocktake of the current capacity in GBV Coordination and GBV Case Management including how data is collected, stored and utilized.
Under the ADB project, Output 2.1 Design and implement a GBV Case Management System. UNFPA is to conduct Activity 2.1.1: Conduct an in-depth assessment of existing case management and GBV data at the national and provincial level to inform the design and implementation of a GBV case management system that identifies opportunities to link with different sectors. Include in the assessment a human-centered design (HCD) mapping/brief of case management, which will be done by an international firm (Package CS-05). This assessment will complement the assessment conducted under the ACCESS 2 program on case management.
Note: UNFPA has conducted an in-depth assessment of GBV Data in the provinces Kampong Cham/Siem Reap, Kampong Speu. Therefore, the purpose of this assessment is a baseline assessment of the practices in GBV case management and data collection and usage in the 5 Provinces and 14 Districts under the ADB project. This information will set a project baseline for continued monitoring and for evaluating the project.

- Oddar Meanchey (Anlong Veng, Banteay Ampil, Trapeang Prasat)
- Master's Degree in gender, social work or related field
- Experience in working with gender-based violence programme development for 10 years as a minimum
- Demonstrated strong technical expertise of GBV case management and multi-sectoral response mechanism including global and regional SOP for case management and relevant GBV response frameworks.
- Proven experience in qualitative and quantitative research – relevant experience in conducting research and / or producing situation analyses, in the areas of gender, gender-based violence, and / or sexual and reproductive health.
- Proven experience in handling similar nature of assignments in Cambodian context. Sample works may be required to be provided as part of the recruitment process.
- Expert knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV.
- Experience working with national statistical offices, women’s machineries and/or civil society organizations on GBV is an advantage.
- Demonstrated experience facilitating shared results, communication, and interpersonal skills.
- Experience working in or familiarity with the Cambodia context required.
- Excellent oral and written English language skills.
