Mission Alliance (MA) is a value-based Christian organisation contributing to diaconal engagement and practicing Christian values in action. Our diaconal identity provides a joint foundation and language for partnering with churches and faith-based actors, who are central to upholding, shaping, and changing values, norms, and behavior in communities.

MA’s mission statement is that “People are empowered to shape their own future.” Furthermore, the thematic goal of Economic Inclusion, of which this project is a part, states that “Individuals and businesses cultivate sustainable livelihoods and dignified work”.

Mission Alliance is committed to a culture of curiosity, exploration, innovation, and learning – seeking and documenting knowledge relevant to and needed in our work. MA has formulated guiding principles for generating new knowledge, when this is relevant. The principles are as follows:

  • The knowledge is relevant to our organizational goals and mission.
  • Knowledge is necessary and there is a plan for its use.
  • The knowledge is not available elsewhere.
  • Knowledge generation involving data collection from participants is done in an inclusive, dignified, and empowering way, and is aligned with Mission Alliance’s Ethical Guidelines.

We have worked in Cambodia through local partnerships since 2007. Our focus is on integrated community development in the areas of education and skills development for children and youth, livelihood, and agriculture value chain. We are also implementing a business development project named Business for Development that aims to support local small and micro businesses primarily those in the rural area. At present, 19 staff members are employed in the country office.

Consultancy - Youth Entrepreneurship Development

Purpose of the consultancy

The purpose of this consultancy assignment is to provide entrepreneurship capacity building for youths in Cambodia for them to have the entrepreneurial mindset and can make informed decisions for their future. We are looking for entrepreneurship capacity building that private sector’s expertise is strongly integrated/leveraged in the activities series. The combination of training following by coaching/mentoring would be preferable.

Scope of work and duration

The assignment will cover the period from August – December 2025. The intervention will cover 1 -2 provinces of Cambodia (specific provinces to be agreed) and will focus on:

  • Designing entrepreneurship capacity building activities in series.
  • Engaging with the private sector as one of the key actors in the implementation.
  • Improving the visibility of Mission Alliance and the work that has been done.

Methodology

We trust in the expertise of the applicants and since this assignment is under our innovation project, we are open to any proposed methodology that can achieve the mentioned consultancy purpose and scope of work.

Deliverables

The deliverables for this consultancy work are listed below:

  1. Inception report including updated workplan, break-down budget and people involved in delivering the tasks.
  2. Progress report including activities delivered and number of people reached against the agreed work plan and targets
  3. Final report addressing the overall purpose of the assignment including activities completed and people reached.

  • This assignment is open for locally registered companies and organizations only. Interested applications should have the following qualifications:
  • Experiences in running entrepreneurship capacity buildings in Cambodia, preferably with youths in the provinces.
  • Strong connections with the private sector and experience working them.
  • Existing infrastructure in place (soft & hard) that can roll out the activities with a good, mentioned timeframe and with good quality.
  • Experience in developing branding / models within NGO sector.

Submission Requirements

Mission Alliance invited qualified companies and organizations to submit a technical and financial proposal for this consultancy assignment. The technical proposal should outline your understanding of the Terms of Reference (ToR), proposed methodology, work plan, relevant qualifications and experience, and role and responsibilities of proposed team members. The financial proposal should provide a detailed and itemized budget, including all costs associated with delivering the assignment, expressed in USD. Proposals will be evaluated based on the quality and relevance of the technical proposal, as well as the cost-effectiveness and clarity of the financial proposal. Proposals must be submitted by July 25th, 2025.
