Initially established in 1996 as a project of the International HIV/AIDS Alliance, KHANA started operating as an NGO in 1997 and was officially registered as a local NGO in 2000. Since then, it has been operating as a linking organization (LO) of the International HIV/AIDS Alliance, which is now known as the Frontline AIDS. KHANA is one of the leading non-governmental organizations in Cambodia that has made critical contributions to the national responses, such as HIV, TB, SRH, NCD, COVID-19, and other health and development related services to key, vulnerable, and underserved populations in Cambodia. KHANA’s work has been made possible through financial support from the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM), the USAID through TB-LON, the L’Initiatives, the Stop TB Partnership, the Gavi, and the Frontline AIDS.

Consultancy to Support Training need Assessment

Position Summary

Key Responsibilities:

SHIFT-TB is a 48-month project funded by L’Initiative/Expertise France. SHIFT-TB aims to strengthen Cambodian health systems through community-based, population-wide active case finding for TB and integrated services addressing TB risk factors. The project employs a comprehensive strategy based on the WHO health system building blocks framework. Key elements include multisectoral collaborations, where partnerships are strengthened across national and local authorities, NGOs, and civil society organisations. Capacity building is emphasised through tailored training programs that empower healthcare providers and community members to co-lead and co-implement TB case finding and integrated health services. The TB Management Information System (TB-MIS) will be decentralised to enhance data collection and reporting at the primary care level. The project develops care models emphasising collaboration, capacity building, and service integration at the primary and community care levels. These models aim to improve healthcare access by reducing barriers and providing community-based TB care alongside interventions for associated risk factors.

Tailored training plans for SHI FT-TB participants will be developed based on insights from the initial assessment and delivered by local experts (e.g., Ministry of Health, National Institutes of Public Health) and international experts (e.g., the University of Sydney, National University of Singapore). Therefore, conducting training needs assessment among target groups—healthcare providers, community health workers, and key populations—is crucial at the baseline. Involving these groups ensures diverse perspectives across gender, seniority levels, and healthcare roles, helping to identify key skill gaps and priority training areas for program development.

Objectives

  • Produce training needs concept notes
  • Conduct training needs assessment among selected target groups.
  • Develop training need program; and
  • Work closely with the project team to deliver training sessions.
Expectations - Duties, Responsibilities
  • Produce a concept notes of training needs assessment in consultation with project team
  • Conduct the needs assessment with target groups by organizing focus group discussions and/or in-depth interviews with healthcare providers, community networks affected by TB, and KHANA’s implementing partners.
  • Develop a comprehensive training program and session plans based on the identified training needs; and
  • Act as a co-facilitator in delivering the required training sessions.
Requirements - Skills, Qualifications, Experience
  • A master’s degree in public health or a related field, with a minimum of 5 years of relevant experience.
  • Strong English writing skills and a good understanding of national health systems and organizational development.
  • Proven experience in designing and implementing training programs; and
  • Experience working in TB (tuberculosis) is preferable.
