BACKGROUND AND CONTEXT

As part of Natural Resource Governance (NRG) Program, Climate Resilience for All (CREFA) is an innovative, yearslong project designed by a consortium of nine organisations with expertise in climate smart agriculture, renewable energy, climate resilience, and policy dialogue and development. Led by Oxfam in Cambodia, the goal of CREFA is to address Cambodians’ vulnerability to climate change through targeted activities aimed at enhancing capabilities for mitigation and adaptation. Using a twin track approach of policy dialogue development coupled with building local capacities for climate resilience, CREFA will strengthen responsive capacities, improve resilience, and promote sustainable development in line with SDG 7, SDG 12, and SDG 13. It will do so by working in close cooperation with 1) the National Council for Sustainable Development [NCSD] and the Department of Climate Change within the Ministry of Environment [MOE], 2) local provincial, district, and commune councillors, 3) private sector green growth actors including financial institutions, 4) other climate change CSOs and development partners, and, most importantly 4) SMEs and small holder farmers. It is important to note that the project expects to engage a wide range of stakeholders from government agencies at national and subnational levels, local authorities, and communities in (Tonle Sap Biosphere Region) and North-eastern Cambodia (Battambang, Siem Reap, Banteay Meanchey, Oddar Meanchey, and Preah Vihear).

SCOPE OF WORK

Currently, CREFA is carrying out its second-year activities, which include one of focuses is to promote climate risk insurance to farmers and to initiate consumer-based climate risk products development. Notably, Cambodia’s agriculture, while vital to the national economy, is increasingly vulnerable to climate-related risks like floods, droughts, and pests—especially for smallholder farmers. Climate risk insurance is seen as a crucial solution to help manage these risks, but its adoption remains limited due to low awareness, regulatory gaps, and lack of infrastructure. To strengthen and promote climate risk insurance in Cambodia, there is a need for farmers’ education, institutional capacity building and technical development to relevant stakeholders. A sustainable climate risk insurance model, paired with effective outreach and public-private partnerships, could significantly boost agricultural resilience and rural development in Cambodia. Therefore, the selected consultant(s) will be responsible for delivering the following scope of work:

  • Developing training materials on climate risk insurance adapted to the local community context
  • Customizing climate risk insurance products to reflect community-specific needs
  • Facilitating workshops on basic financial literacy to support informed decision-making regarding climate risk insurance
  • Delivering sessions on risk management, climate risk insurance mechanisms, and payout calculations which includes insurance principles, benefits, enrolment and claim process as well product design and risk assessment,
  • Piloting commercial crops insurance products for 200 farmers in Battambang province,
  • Providing technical assistance for product development, pricing tools, and digital integration of advisory services
  • Developing monitoring and evaluation tools to assess awareness levels, training outcomes, and behavioural changes of farmers on the climate risk insurance, and
  • Organizing a final reflection workshop to consolidate learnings and gather feedback

Bidder Eligibility

  • PROFILE REQUIREMENTS
  • The Consultant/s should have the following competencies:
  • Essential criteria
  • Holds academic qualifications in one of the following fields: environment, agriculture, rural development, social sciences, or economics,
  • At least four years of experience in in agricultural insurance, financial inclusion, or rural capacity building,
  • Experience working with Cambodian rural communities, especially smallholder farmers,
  • Proven track record in conducting training and workshop to smallholder farmers in Cambodia, within targeted provinces are advantages,
  • Strong understanding of Cambodia’s agricultural, climate change, climate-smart agriculture, and/or policy landscapes,
  • Demonstrate a strong commitment to equal opportunity and gender equality. It is important that consultant/s has prior experience in integrating gender and diversity issues training and workshop materials,
  • Exhibit a strong dedication to meeting deadlines and consistently delivering high-quality work within the specified timeframes.
  • Possess excellent analytical skills to effectively analyse data, interpret findings, and draw meaningful conclusions.
  • Strong written and verbal communication skills in English are essential for effective communication and reporting.
