BACKGROUND AND CONTEXT

As part of the Natural Resource Governance (NRG) Program, Climate Resilience for All (CREFA) is an innovative, yearlong project designed by a consortium of nine organisations with expertise in climate-smart agriculture, renewable energy, climate resilience, and policy dialogue and development. Led by Oxfam in Cambodia, the goal of CREFA is to address Cambodians’ vulnerability to climate change through targeted activities aimed at enhancing capabilities for mitigation and adaptation. Using a twin-track approach of policy dialogue development coupled with building local capacities for climate resilience, CREFA will strengthen responsive capacities, improve resilience, and promote sustainable development in line with SDG 7, SDG 12, and SDG 13. It will do so by working in close cooperation with 1) the National Council for Sustainable Development [NCSD] and the Department of Climate Change within the Ministry of Environment [MOE], 2) local provincial, district, and commune councillors, 3) private sector green growth actors including financial institutions, 4) other climate change CSOs and development partners, and, most importantly 4) SMEs and small holder farmers. It is important to note that the project expects to engage a wide range of stakeholders from government agencies at national and subnational levels, local authorities, and communities in (Tonle Sap Biosphere Region and North-eastern Cambodia (Battambang, Siem Reap, Banteay Meanchey, Oddar Meanchey, and Preah Vihear).

SCOPE OF WORK

The selected consultant/s is expected to deliver the following scope of work:

  • Work with Oxfam staff and the web developer to prepare comprehensive training materials.
  • Provide constructive feedback on challenges and lessons learned and actively engage with community members during the one-day reflection workshop for approximately 50 participants,
  • Deliver a four-day training program for approximately 30 community members from Community Forests (CFs) and Community Protected Areas (CPAs), including facilitation and technical support during field activities in Siem Reap province,
  • Produce detailed maps of CFs and CPAs to support forest inventory processes and carbon measurement,
  • Offer ongoing technical assistance and support to community members in conducting carbon stock measurements.

DELIVERABLES

Oxfam in Cambodia is looking for a potential consultant/s to provide one-day reflection workshop and four-day training on carbon stock measurement to project partners, community forestry (CF) and community protected areas (CPAs) across Siem Reap, Banteay Meanchey, Oddar Meanchey and Preah Vihear province from September 08-12, 2025, in Siem Reap province. The consultant/s will have five main responsibilities:

  1. facilitate reflection workshop on the carbon stock measurement,
  2. deliver the technical training on carbon stock measurement,
  3. deliver the technical training on how to use the GPS and other materials for the carbon stock measurement,
  4. produce maps for community forestry and community protected area to conduct forest inventory, and
  5. province on going technical support to project partners, CF and CPAs.

The workshop and training are expected to finish by September 13, 2025, while the ongoing technical support is expected to complete by end of January 2026. The consultant/s is expected to complete 1) Training materials: including slide presentation for the one-day workshop and the four-day training on carbon stock measurement, and the maps for each community, and 2) Training report.

Bidder Eligibility

  • The Consultant/s should have the following competencies:
  • Essential criteria
  • Holds academic qualifications in one of the following fields: environment, agriculture, rural development, social sciences, or economics,
  • At least 5 years of experience in working on the carbon stock measurement projects across Cambodia or Asia,
  • Proven track record in conducting training on carbon stock measurement to CSOs, and community members.
  • Extensive experience in climate change, climate-smart agriculture, and/or policy influencing.
  • Demonstrate a strong commitment to equal opportunity and gender equality. It is important that consultant/s has prior experience in integrating gender and diversity issues into CFs and CPAs.
  • Exhibit a strong dedication to meeting deadlines and consistently delivering high-quality work within the specified timeframes.
  • Possess excellent analytical skills to effectively analyse data, interpret findings, and draw meaningful conclusions.
  • Have ability to effectively communicate with different stakeholders through presentations, ensuring clear and concise delivery.
  • Strong written and verbal communication skills in English are essential for effective communication and reporting.
