PURPOSE OF THIS CONTRACT

The purpose of this assignment is to engage with potential consultant/s to develop Gender Equality, Disability, and Social Inclusion (GEDSI) Policy Brief to promote Just and Inclusive Energy Transition in Cambodia. This policy brief should outline the urgent need to mainstream GEDSI principles into energy planning, governance, and implementation. It should also present the GEDSI landscape in Cambodia as well as present actionable recommendations to ensure Cambodia’s energy future is equitable, inclusive, and sustainable.

BACKGROUND AND CONTEXT

Cambodia has taken several steps to promote a cleaner, more sustainable energy future. Through ambitious national targets, investment incentives, and rural electrification programs, the country is rapidly expanding its renewable energy portfolio—particularly in solar, wind, and biomass. Long-term strategies such as the Long-Term Strategy for Carbon Neutrality (2021), which aims for net-zero emissions by 2050, and the Power Development Master Plan of Cambodia, which targets 70% renewable energy by 2030, reflect a strong political commitment. The Pentagonal Strategy Phase I (2023) further reinforces this agenda, pledging to promote renewable energy to its “utmost potential.”

To attract both domestic and foreign investment, Cambodia has built a supportive policy framework. The Law on Investment (2021) offers generous tax breaks for green energy projects, while new incentives introduced in 2023 reduce costs for renewable technology materials. The 2023 Solar Guidelines, issued by the Ministry of Mines and Energy, have clarified rooftop solar regulations and lowered financial barriers. In 2025, the government approved payment guarantees for 26 electricity sector projects1, enhancing investor confidence. A forthcoming Renewable Energy Certificate (REC) system will further boost the competitiveness of clean-powered manufacturing.

PURPOSE OF THIS CONTRACT

SCOPE OF WORK

The selected consultant/s is expected to deliver the following scope of work:

  • Designed the structure of a policy brief and formulated key recommendations addressing GEDSI (Gender Equality, Disability, and Social Inclusion) within Cambodia’s energy sector. This included outlining the context and problem statement—covering background, current challenges, and the rationale for intervention—alongside evidence-based analysis, strategic policy options, targeted recommendations for stakeholders, and integration of GEDSI principles.
  • Produced comprehensive GEDSI policy briefs in renewable energy and actionable recommendations grounded in best practices and robust, evidence-informed approaches.
  • Delivered presentations to relevant stakeholders to communicate the policy briefs and recommendations effectively, fostering dialogue and informed decision-making.

DELIVERABLES

Expected Deliverables from the Selected Consultant(s):

  • Detailed Workplan outlining the approach, timeline, and key milestones for the assignment.
  • Structured Framework for the GEDSI Policy Brief, including recommended sections and content flow.
  • Comprehensive GEDSI Policy Brief focused on advancing a just and inclusive energy transition in Cambodia.
  • Stakeholder Presentation to communicate the key findings and recommendations of the GEDSI Policy Brief to relevant stakeholders.

Bidder Eligibility

  • The Consultant/s should have the following competencies:
  • Essential criteria
  • Possession of an advanced degree in gender studies, social sciences, international development, or a closely related discipline, complemented by 5–8 years of progressively responsible experience in promoting gender equality, disability inclusion, and social equity (GEDSI). This includes expertise in feminist policy advocacy, rights-based program design and implementation, and advancing women's leadership and participation—ideally within the context of climate resilience.
  • Demonstrated experience in policy analysis and development, with a strong preference for work related to GEDSI within energy and climate change sectors.
  • Proven track record of effectively engaging with civil society organizations and diverse stakeholders to gather, analyse, and synthesize actionable recommendations that inform inclusive policy and program development.
  • Exceptional communication and writing skills, evidenced by the development of high-quality policy briefs, reports, and other strategic deliverables tailored to diverse audiences.
  • Familiarity with Cambodia’s regulatory landscape, particularly in the context of energy, climate, and social inclusion, is considered a strong asset.
  • Exhibit a strong dedication to meeting deadlines and consistently delivering high-quality work within the specified timeframes.
