Purpose of the consultancy
Under the above context, the MOE is seeking highly qualified and experienced Consulting Firm (or consortium of firms / joint venture) comprising of multidisciplinary team of consultants to develop National Ecotourism Master Plans for Cambodia focusing on the two above-mentioned landscapes with a time horizon of ten years and support the MoE for its adoption and implementation by all relevant stakeholders at national, sub-national and PA-specific levels.
The anticipated ecotourism master plans for the selected landscapes will define sustainable ecotourism development activities that they should pursue for the next ten years (2026-2035), based on the following:
- Situational analysis of existing ecotourism activities in the targeted landscapes (including relevant tourism-related public and private sector initiatives, ecotourism products and services, ecotourism connectivity and corridors, market analyses, destination marketing and branding strategy, SWOT analysis, etc.).
- Ecotourism potential and development scenario of PA sites in the targeted landscapes based on analysis of existing legal and policy frameworks, carrying capacity, tourism-related infrastructure and tourism product offerings through the lens of environmental protection and sustainable development.
- Strategic road-map based on updated or developed desired vision for ecotourism both agreed with key stakeholders, including priority ecotourism development zones and investments for sustainable ecotourism development in the targeted landscapes while ensuring the projection of high return on investments.
Bidder Eligibility
- The consulting firm should possess the following qualifications and experience:
- Proven track record in developing ecotourism master plans the Southeast Asian Region.
- At least 10-year experience in sustainable tourism development, environmental conservation, private sector engagement and investment, and community engagement and livelihood improvement and diversification.
- Proven expertise in market demand analysis, zoning, and land-use planning.
- Demonstrated strong multi-stakeholder engagement and facilitation skills.
- Experience working in tourism sector and ecotourism sub-sector in Cambodia is an advantage.
