This contract aims to build the capacity of Oxfam’s partner organizations to conduct women leadership training in the apparel and textile sector with the purpose of building leadership skills and confidence of women workers and promote support to women leadership in trade unions and among workers.
In particular, the selected consultant(s) will conduct capacity needs assessment, problem analysis, literature review, training modules development, training manual development, and training of trainers.
The primary objective of INSPIRE is to contribute to poverty and inequality reduction efforts in Cambodia through the strengthening of an inclusive social protection system. For this purpose, the project aims to strengthen the capacity of trade unions and workers to better represent and negotiate workers’ social protection needs and entitlements.
However, in spite of women making up more than 75% of the workforce in the apparel and textile sector, women are significantly under-represented in union leadership positions, and the majority of union leaders are men. Based on anecdotal information, women are often hindered in seeking positions of leadership in unions due to lack of confidence, lack of capacity, lack of support from family and workers, time poverty due to unpaid care and domestic work, and discrimination.

SCOPE OF WORK
Oxfam is seeking to contract a consultant or a team of consultants to develop and conduct a Training of Trainers on Women Leadership in Apparel and Textile Sector in line with a feminist and gender-transformative approach, including the development of training modules and training manual. The consultant or team of consultants is expected to assess the existing training capacity of Oxfam’s partner organizations (4 organizations), challenges and capacity needs of women in the sector to exercise leadership, review existing literature, develop training modules and manual, and deliver a training of trainers to Oxfam’s partner organizations.
