Announcement Description

The I-JET Project is a regional initiative funded by the Australian Government through the Australian NGO Cooperation Program (ANCP) from 1 July 2022 to 30 June 2027. The project is jointly implemented by Oxfam International-Asia with the Climate Action Network Southeast Asia (CANSEA), the ASEAN Centre for Energy (ACE), Oxfam in Cambodia, Oxfam Pilipinas, Oxfam in Laos, and Oxfam in Vietnam, who were part of the project’s early years --- in collaboration with civil society organizations (CSOs) and other strategic partners. Recognizing that a just energy transition requires more than technological change, the project seeks to strengthen the capacity and leadership of CSOs, women leaders, People with disabilities, and other marginalized groups to influence energy policies and promote sustainable community-owned renewable energy solutions (SCORE). It aims to achieve the following outcomes:

  • Outcome 1: Non-state actors at national and regional levels actively contribute to shifting the narrative towards a gender responsive and socially inclusive energy transition.
  • Outcome 2: National and regional energy policy frameworks and financing mechanisms are more gender responsive and socially inclusive.
  • Outcome 3: Increased public and private investment in sustainable community-owned renewable energy solutions that promote gender equality and social inclusion.

The project adopts a regional advocacy approach focused on influencing ASEAN energy governance processes, including the ASEAN Plan of Action for Energy Cooperation 2026-2030 (APAEC 2026-20230), while supporting national-level interventions on policy engagement and the strengthening of CSO coalitions.

OBJECTIVES OF THE ENDLINE EVALUATION

The overall objective of the Endline Evaluation is to conduct an independent assessment of the I-JET Project to evaluate its overall performance, achievements, and contributions to advancing a gender-responsive and socially inclusive just energy transition in the ASEAN. Specifically, the evaluation will:

  1. Assess the overall performance of the I-JET Project against relevant OECD-DAC evaluation criteria.
  2. Determine the extent to which the project achieved its intended outcomes in promoting a gender responsive and socially inclusive just energy transition, including its contributions to narrative change, policy influence, and financing for SCORE solutions.
  3. Assess the effectiveness of the project's implementation strategies, partnerships, stakeholder engagement, and capacity strengthening approaches in empowering CSO networks, women leaders, and People with Disabilities to engage decision-makers and influence energy policies, and implement SCORE solutions.
  4. Identify key achievements, lessons learned, good practices, challenges, and unintended outcomes to strengthen organizational learning and improve and inform decision-making on future programming.
  5. Provide evidence-based recommendations to enhance the sustainability of project outcomes.

Eligibility

  • Team Lead
  • Minimum 7-10 years of experience in evaluation of complex influencing and advocacy programmes, expertise in OECD-DAC criteria, mixed methods, contribution analysis, outcome harvesting, report writing; experience and proficiency in English language.

  • Proof of registration of company or individual self-employment for tax-payer

The consultancy fee should be mentioned in both GROSS and NET fees in US Dollars, which includes all applicable local taxes. In Cambodia, the consultancy fee is subject to 15% withholding tax for resident tax-payer or 14% withholding tax for non-resident tax-payer. (GROSS fees = NET fees x 115% or 114%)
