Location: All of Cambodia will be considered, but the focus will be Phnom Penh (national hub for CSO networks, coalitions, government ministries, and donor coordination mechanisms) and Siem Reap (secondary/provincial location with a distinct sub-national CSO landscape).

SCOPE OF PURCHASE

Qualified tender offers (bids) are sought from competent contractors to generate an evidence base on CSO capacity gaps and needs that will directly inform PIN Cambodia's strategic approach to civil society strengthening. The assessment will identify priority capacity development needs, potential strategic partners, and pathways or opportunity for strengthening the role of local CSOs in promoting sustainable, inclusive and accountable development. The findings will inform the design of future programming, partnerships and funding proposals.

Specific Objectives and Scope of work

  • The assessment will map the landscape of CSOs (including NGOs, community-based organisations, networks, and coalitions) currently active, or with potential to engage, in development, governance, and accountability work.
  • Assess the organisational, technical, and financial management capacity of a representative sample of these CSOs, including their current ability to access and manage institutional donor funding.
  • Identify specific capacity gaps relevant to engaging with large-scale development and investment processes, including community engagement and grievance mechanisms, advocacy and policy dialogue skills, and financial/grant management systems, safeguarding, risk management, monitoring and evaluation, visibility and communication, and reporting systems.
  • Provide a strategic overview of the enabling environment for CSO engagement in development and investment processes.

Submission Requirements

INSTRUCTIONS FOR THE PROCESSING THE BID

Offer must remain valid for the period of no less than 60 days from the date of closing unless withdrawn in writing before the close of offers.

Electronic bids have to be submitted via email:

  • Email should be addressed to email provided in the contact details.
  • The subject of the email should be “(KHMC000459) / ‘Bidder Name’/ ‘Date’’.
  • All attached documents should be clearly labelled so it is clear to understand what each file relates to.
  • Emails should not exceed 15 MB – if the file sizes are large, please split the submission into two emails or more.
  • Do not copy other PIN email addresses into the email when you submit it as this will invalidate your bid.

Physical bids have to be submitted:

  • Bids should be submitted in a single sealed envelope addressed to No. 3, Street 420, Sangkat Boeng Trabek, Khan Chamkarmorn, Phnom Penh, Cambodia.
  • The envelope should clearly indicate the Invitation to bid reference number KHMC000459 / Do not open before (insert deadline for bid submission), but contain no other details relating to the bid or the bidder’s name.
  • All supporting documentation should be labelled and grouped together (individual envelopes, stapled etc), and then included in a single sealed envelope as per the above.
