In 2019, the Fair Finance Cambodia (FFC) coalition was established, consisting of Civil Society Organizations committed to advancing sustainable finance in Cambodia and has developed a roadmap to achieve this goal. Currently, FFC coalition members includes Oxfam in Cambodia, The NGO Forum on Cambodia (NGOF), Cooperation Committee for Cambodia (CCC), ActionAid Cambodia (AAC), Star Kampuchea, SILAKA, and Norwegian People’s Aid (NPA).

The primary objective of the FFC coalition is to mitigate the adverse impacts of cross-border investments on human rights, the environment, and climate change, especially those made by multinational financial institutions, banks, and insurers. Additionally, FFC aims to promote inclusive economic development in the country.

The Fair Finance Cambodia Civil Society Organization (CSO) coalition leads research and engages with key stakeholders, including financial regulatory and policymaking institutions, banking and investment associations, multilateral development banks, and academia. FFC is also a member of Fair Finance Asia (FFA), a regional network of CSOs dedicated to ensuring that financial institutions' funding decisions in the region uphold the social and environmental well-being of local communities.

PURPOSE OF THE RESEARCH

The purpose of this research aims to map and analyze the current landscape of ESG practices within Microfinance Institutions (MFIs) in Cambodia to understand the sector readiness for potential ESG Frameworks adoption, identify opportunity for enhancement and promote tailor best practices that address the unique operational context of Cambodia MFIs.

Research Objectives:

  1. To map and document the current ESG practices, policies and awareness level among MFIs in Cambodia and also to identify specific gaps and areas needing enhancement.
  2. To benchmark these best practices against emerging international and regional ESG Standard to understand sector current position and readiness.
  3. To research and document best practices and case studies in ESG implementation that are effective within the Cambodian context.
  4. To facilitate discussions with key stakeholders, including MFIs, regulators, and community representatives, to gather insights on perceived benefits, challenges and support need for adopting stronger ESG implementation.
  5. To formulate set of practical, actionable and scalable recommendations for MFIs, and industry associations to strengthen the ESG ecosystem for sector sustainability efforts.

SCOPE & LIMITATIONS

SCOPE: This study is conceived as a diagnostic and exploratory exercise and will not focus on the evaluation assessment of Environmental, Social, and Governance (ESG) compliance among Microfinance Institutions (MFIs) operating in Cambodia. It will encompass:

  • A review of current ESG practices to identify challenges and areas for improvement.
  • A benchmark best practice with relevant local and international ESG regulations and standards.
  • The identification and promotion of best practices tailored to the Cambodian context.
  • Engagement with key stakeholders, including MFIs, regulators, and community representatives.

Eligibility

  • Essential criteria
  • At least master degree in fields related to Climate Change, EIA, ESG, law and political science, Human Rights and Labor Rights, policy development, economics public policy is preferable.
  • At least five years’ experience in policy research, civil society engagement, and development of advocacy products
  • A sound understanding of Environmental, Social, and Governance framework including EIA guideline and sub-degree from the MoE.
  • Good analytical skills
  • Good understanding of the financial sector development in Cambodia;
  • Ability to translate raw data into effective and engaging data visualizations and infographics
  • Experience in policy brief writing
  • Excellent oral and written communication in English and Khmer, including a demonstrated ability to translate complex, technical information into clear, non-technical language that is accessible to a broader audience.
  • Demonstrated experience in undertaking similar case studies and reviews in the region, preferably in Cambodia and
  • Strong research, facilitation and interviewing skills, preferable experience in conducting civil society consulting and government ministries
  • Ability to demonstrate sensitivity to cultural differences and gender issues/norms, as well as the commitment to equal opportunities.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.

  • Estimated budget for this consultancy accompanied by a cost breakdown based on deliverables or days or hours spent (per relevant individuals involved) and related fees. The consultancy fee should be mentioned in both GROSS and NET fees in US Dollars, which includes all applicable local taxes. In Cambodia, the consultancy fee is subject to 15% withholding tax for resident tax-payer or 14% withholding tax for non-resident tax-payer.
