BACKGROUND AND CONTEXT

Oxfam together with partners are implementing a 5-year program on “Improved social protection and labor rights for women workers in ASEAN’s Agri-food Sector (2022-2026)” in Cambodia, Laos, Vietnam, funded by the Belgian Directorate General for Development Cooperation and Humanitarian Aid (DGD). The program aims to empower precarious women workers in Agri-food Sector to address their rights, needs and vulnerabilities through the promotion of 3 pillars of the Joint Strategic Framework on Decent Work: Labor Rights at Work, Social Protection and Social Dialogue for All.

The agri-food sector is an important part of the informal economy in ASEAN. This sector includes small-holder farmers, street vendors, farm workers, food processing company workers, restaurants, and supermarkets workers. When taking small-holder farms and unpaid work into account, women are more present in this sector than men. The agri-food sector employs among the least protected workers, keeping them in the lowest income categories with little prospects to improve, while inequality increases. Their representation by women leaders is thus crucial to ensure that their voices are heard and their rights are upheld. Towards this end, the project aims to support existing women leaders in enhancing their leadership practice, especially from a feminist perspective, and to inspire potential women to step in position of leadership in their respective communities and sectors through the organization of a women-only feminist retreat.

Assignment location: Phnom Penh, with travel to Kampong Speu Province

Language: The retreat must be facilitated in Khmer and any handouts and materials must be in Khmer as well. Working files can be in English.

PURPOSE OF THIS CONTRACT

This contract aims to co-design and co-facilitate a Feminist Retreat for Women Worker Leaders and Emerging Leaders in the agri-food sector and civil society in Cambodia. In collaboration with Oxfam, the selected consultant(s) will design and facilitate a two day program to enhance their understanding and practice of feminist leadership, to exchange experiences and stories and foster solidarity, to develop self-care and collective care habits and support system, and to build a collective vision towards feminist justice and equality.

SCOPE OF WORK

Oxfam is seeking to contract a consultant or a team of consultants to co-design and co-facilitate with Oxfam a 2-day feminist retreat for 30 women workers’ leaders and emerging leaders in the second week of March 2026, tentatively at a venue in Kirirom National Park. The consultant or team of consultants is expected to 1) assess women participants’ awareness of and readiness to learn about feminist theory and feminist leadership, 2) co-design and co-facilitate with Oxfam a feminist retreat program that is built around learning, reflection, experience sharing, self- and collective care, and community building, and 3) document the retreat’s activities, participants’ learnings and contributions, challenges and lessons learnt, and recommendations for improvement of future iterations of such retreat.
