Background and Rational

With financial support from the German Federal Ministry of Economic Cooperation and Development (BMZ), Johanniter International Assistance (JIA) works in partnership with an implementing partner, Eye Movement Desensitization and Reprocessing (EMDR) to undertake a project entitled "Improving Mental Health for Affected and Vulnerable detected population groups" this is the 42 months project period start from (1.12.2022- 31.5.2026). The project’s overall objective is to contribute to increasing the quality of life/ productivity and enabling people in Cambodia affected or threatened by trauma-related mental illness to live in dignity.

About implementing partner: About implementing partner - EMDR Association Cambodia (EMDR) is a Cambodian non-governmental organization and has been active in Cambodia since 2013, working focus on increasing mental health awareness, mental health screening, trauma-informed care trauma treatment, Trauma Stabilization Techniques, Provision of EMDR therapy and Individual and group therapy for children, adolescents and adults. EMDR work with close collaboration and cooperation with the Ministry of Health, provincial health departments, and referral hospital and health posts. EMDR in cooperation with the Ministry of Health and especially with close cooperation with the Department of Mental Health and Drug Abuse Department staff provided capacity building to provincial health staff, district referral hospital staff, provincial hospital staff and health post staff on mental health, treatment and trauma awareness. Health staff will continue to provide treatment and conduct awareness on mental health in the community’s target area.

Evaluation Purpose, Objectives and Use

This final evaluation (qualitative and strategic) will integrate an endline study (quantitative) component to measure progress against baseline indicators, ensuring robust quantitative evidence of project achievements. These findings will be complemented by qualitative analysis under OECD-DAC criteria to provide a comprehensive assessment of effectiveness, relevance, efficiency, sustainability, and impact. Both of the results which can be used when designing similar interventions in the future.

The evaluation also aims to gather good practices, and lessons learnt regarding activities implementation by the implementing partners in the target provinces.

Objectives of the evaluation:

  1. To evaluate the project in terms of its effectiveness, relevance, efficiency, impact and sustainability with focus on the project expected result/outcome indicators.
  2. To review and analyse the progress of the project in regards to the defined indicators.
  3. To identify key lessons learnt and best practices for future replication or scale up.
  4. To assess the challenges and barriers which may have hindered the project implementation.
  5. To develop specific recommendations and majors anchored on the conclusions of the different groups of targeted communities through their own recommendations and insights.

Use of the evaluation:

Johanniter and the local implementing partner will use the evaluation results to implement measures recommended for any upcoming proposals and projects.

The analytical findings will help project partners, Johanniter and other stakeholders understand and learn from the project’s success and challenges. The learnings and recommendations will be used for subsequent programing by Johanniter and the implementing partners.

Submission Requirements

Application and selection process:

Interested applicants (individual consultant, consulting firms) should apply with the following documents (or the application will be considered incomplete and not accepted):

  • Cover letter: Name, position, phone number, email and address of the company. Please detail who is on the consultant's team, company registration, VIT certificate and other relevant documents.
  • Full Technical proposal: This includes detailed budget (including tax, accommodation, travel costs to provinces), activities, time frame, human resources, and methodologies. Please note the total budget for this consultancy, including tax payable by the consultant.
  • CV of all suggested team members: Please include details of all team members.
  • Sample work: Please include at least two baseline surveys as sample work, completed by the consultant (dated after 2019)
  • Tender Declaration: A copy of Tender Declaration Form with signature (see Annex 01)

Payment for the service

Payment will be made as follows:

  • Milestone 1: Signing of contract, inception report submitted and accepted by JIA: 25% fee
  • Milestone 2: Finalized data collected tools and finished data collection: 25%
  • Milestone 3: Submit the First Draft Report, and finished the consultation workshops: 25% fee
  • Milestone 4: Submit the Final Report and confirmed signed off by JIA and its implementing partners (EMDR), completed the dissemination workshop: 25% fee

If the consultant fails to meet the agreed deadlines without prior approval from Johanniter, the second or any other payment will be reduced by 5% for each calendar day of delay.
