Statement of Work
Scope of Data Collection
The assessment will be conducted in 18 selected districts and municipalities across four provinces of Cambodia: Banteay Meanchey, Battambang, Siem Reap, and Stung Treng. The services covered will include administrative services provided through One Window Service Offices (OWSOs) and selected sectoral services, specifically waste management, water services, and social services, delivered at the DM level.
The assignment will include quantitative surveys, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs), following the methodology, including tools, provided by TAF. For planning purposes only, the indicative scope may include approximately 1,080 surveys, 25 KIIs, and 12 FGDs, subject to adjustment in consultation with and approval by GIZ.
- Surveys: The survey will be conducted with residents who have used the selected services covered by the assessment. The survey will also include residents who have directly participated in or engaged with DM-level participation and accountability mechanisms, as relevant to the assessment.
- FGDs: FGDs will be conducted with selected groups of service users to explore their experiences, perceptions, satisfaction, challenges, and expectations regarding the selected administrative and sectoral services, as well as their experiences of participating in or engaging with DM-level participation and accountability mechanisms.
- KIIs: KIIs will be conducted with service providers and other relevant stakeholders identified by TAF, using the pre-identified list of informants, tools, and protocols provided by TAF.
Eligibility
- Fieldwork Coordinator / Field Manager
- At least 7 years of relevant fieldwork experience, preferably in Cambodia.
- Demonstrated experience managing large-scale and/or multi-location fieldwork, including team deployment and logistics.
- Experience overseeing survey implementation, sampling, respondent recruitment, and fieldwork protocols.
- Experience managing supervisors and enumerators, including progress monitoring and performance follow-up.
- Experience implementing QA/QC procedures, including completeness checks, spot checks, and back-checks.
- Experience using or overseeing KoboToolbox or similar CAPI platforms.
- Ability to manage staffing, deployment, field movement, and logistics plans.
- Strong coordination, problem-solving, reporting, and communication skills in Khmer and English.
- Experience in public services, governance, decentralisation, citizen engagement, or social accountability is an advantage.
- Supervisors / Team Leaders
- At least 5 years of experience supervising survey teams or field data collection.
- Experience with household or service-user surveys, respondent screening, informed consent, and fieldwork protocols.
- Ability to supervise enumerators, conduct spot checks and back-checks, review daily progress and data completeness, and address fieldwork issues affecting data quality or timelines.
- Experience using KoboToolbox or similar digital data collection platforms, including reviewing submitted forms and supporting enumerators with basic troubleshooting.
- Ability to coordinate day-to-day field logistics, team deployment, local communication, and submission of completed interviews and fieldwork updates.
- Survey Enumerators
- At least 2 years of experience conducting structured interviews, household surveys, or service-user surveys.
- Experience using tablets or smartphones for data collection, preferably KoboToolbox or a similar CAPI platform.
- Fluency in Khmer, with good interpersonal skills and the ability to conduct interviews respectfully, neutrally, and accurately.
- KII/FGD Facilitators
- At least 5 years of experience conducting KIIs, FGDs, or qualitative research, with strong interviewing, facilitation, probing, note-taking, and transcription skills in Khmer and/or English.
- Ability to conduct interviews and discussions in Khmer and accurately document, transcribe, and communicate key findings in English.
- Experience managing group dynamics and promoting inclusive and meaningful participation in FGDs.
- Experience in research related to public services, governance, decentralisation, citizen engagement, social accountability, or related areas is an advantage.
