Objectives of this Consultancy:
The primary objective of this consultancy assignment is to secure specialized, high-quality technical expertise to conduct all necessary preparatory work—from conceptual feasibility to detailed engineering—required for the successful and sustainable construction of the Kdei Stream spillway project.
Specifically, the consultant is required to achieve the following:
- Feasibility Confirmation: Conduct a comprehensive Feasibility Study to assess the technical viability, economic justification, environmental sustainability, and social acceptability of the proposed spillway and hydraulic structures at the designated site along Kdei Stream.
- Detailed Design Development: Develop a complete, robust, and climate-resilient Detailed Engineering Design package (including hydrologic/hydraulic analysis, geotechnical investigations, detailed drawings, technical specifications, and Bill of Quantities - BOQ).
- Tender Document Preparation: Prepare all necessary technical documentation required for the competitive procurement and contracting of construction works, ensuring compliance with national standards and best engineering practices.
This work ensures that the final structural intervention is optimized to safely manage peak flood discharges while maximizing controlled water storage, directly contributing to WVI-C's dual goals of enhancing community resilience against both flood and drought risks.
Scope of Work
The Consultant shall undertake a comprehensive assignment comprising a Feasibility Study, Detailed Engineering Design, and preparation of Tender Documents for the Kdei Stream spillway and associated hydraulic structures. The entire scope is divided into the following key phases:
- Phase I: Inception and Data Review
- Phase II: Topographic Survey and Site Investigation
- Phase III: Hydrological and Hydraulic Analysis
- Phase IV: Detailed Engineering Design and Documentation
- Phase V: Reporting and Presentation
Eligibility
- The Consultant firm or team should possess the following qualifications and experience:
- A multidisciplinary team combining expertise in Water Resources Management, Civil Engineering, Environmental Engineering, Hydrology, Natural Resource Management, or a related field.
- At least 8–10 years of proven corporate experience in designing and implementing water-related infrastructure projects—including drainage systems, flood protection, irrigation, and community water supply.
- Demonstrated experience in conducting topographic and hydrological surveys and converting field data into engineering drawings, design models, and BoQs.
- Experience in preparing technical designs, construction drawings, detailed cost estimates, and technical specifications following Cambodia’s engineering standards and guidelines from MRD and MOWRAM.
- Additional certification or professional training in GIS/Remote Sensing, Climate Resilience, or Environmental Assessment is an asset.
- Proven experience working with government agencies (such as MOWRAM and MoE or INGOs) and community-based organizations in planning or implementing water-related projects.
- Strong knowledge of Cambodia’s water policy framework, flood-prone area management, and climate adaptation strategies.
- Experience using relevant tools such as AutoCAD Civil 3D, GIS software (ArcGIS/QGIS), and hydrological modeling software (HEC-RAS, SWAT, etc.).
- Excellent analytical, facilitation, and report-writing skills in English (Khmer language proficiency is an advantage).
