Announcement Description

Cambodia is one of the countries most vulnerable to climate change and disasters, where about 70% of households rely on income from agriculture and the majority of agricultural production depends on monsoon rains and natural floods/recessions. The annual yield loss of 37% in crop production in the north-eastern region (Ratanakiri Province), especially in the proposed target area, is significantly low.

The GROWTH Phase II concept demonstrates the coherent approach to achieve the ultimate goal of enhancing the capacity of CSOs in Southeast Asia to reduce poverty and inequalities and build resilient communities. The GROWTH Phase II partners in Cambodia and Myanmar have been working with Johanniter for several years and are implementing BMZ-funded projects.

In Cambodia, LLC will build market access for smallholder farmers through several key activities. Two of the major activities include:

  1. Piloting and coaching of 4 local farmers: LLC will support 4 women farmers to pilot vegetable enterprises in Ban Lung, Lumphat and Kon Mom. LLC will identify 4 women to participate in the piloting. LLC will support the establishment of linkages between farmers, businesses and local markets to facilitate the start of the business. Each farmer will receive a financial package of approximately $1,000 euros. The financial support covers start-up capital as well as transport and other required materials to markets or distribution centres. Specific coaching and mentoring sessions for selected women farmers will be provided.
  2. Establishment of a market access platform: LLC will organize workshops in Banlung to build relationships and aiming to establishing an agribusiness cluster (ABC). The ABC will provide a platform for all relevant actors in the target value chains to build committed, inclusive and sustainable business relationships, ensuring functional linkages at grassroots level and equitable gains for all business actors involved.

Summary

Scope

The activities will be implemented by an external consultant for around 15 days. The external consultant is able to provide an unbiased assessment of the business, identify strengths and weaknesses and offer customized solutions to 4 women entrepreneurs. The consultant will also support in organizing the first market linkage workshop in Banlung.

Tasks:

Recruited consultant will be responsible to lead and implement the following tasks:

  • In consultation with LLC team, the consultant will finalise the selection of 4 potential candidates.
  • Support and mentor the candidates to develop their business plan.
  • Provide inception training on the business plan to potential candidates, seeking finalization and endorsement of the business plans.
  • Support facilitation of a market linkage workshop in Banlung engaging 4 women entrepreneurs.

Deliverables and anticipated schedules

The consultant is expected to deliver the following outputs:

  • 4 business plans are developed and endorsed by LLC team (by 25 March 2026)
  • A successful organizing of a market linkage workshop in Banlung and a workshop report (by 27 March)
  • Support the implementation of business plan through coaching and mentoring activities during the startup phase, with a result concluding report (by a later period based on consultation and agreement with LLC team).

Implementation period: Expected commencement schedule of the assignment is on 17 March 2026, ending timeline will be later discussed based on the plan and approach proposed by consultant.

Implementation locations: Banlung City, Lumphat district and Konmom district, Ratanak Kiri province

Eligibility

  • Good background in business and entrepreneurship development
  • Knowledge of agriculture value chain in the province
  • Knowledge of agriculture market and ecosystem in the province
  • Ability to identify, mobilize and engage key stakeholders with the province
  • Ability to support farmer’s business plan development and provide mentoring and coaching on business plan implementation.

Submission Requirements

An updated resume (few pages) of the consultant(s) providing background information following the requirements and relevant to the expected tasks

A brief technical proposal (few pages) describing 5WH approaches responding to the above-mentioned tasks and expected deliverables.

Timeline or tasks implementation timetable in order to deliver the final deliverables.

A budget proposal or proposed professional fee including consultant transportations, foods and other relevant expense and excluding targeted farmers and stakeholders engagement expenses.
