DanChurch Aid (DCA) established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2025 DCA Cambodia is cooperating with more than 22 local partners to implement various projects. 

DCA is implementing a project that aims to improve the psychosocial care and wellbeing practices of five local partners. With this regard, DCA is seeking the services of a qualified professional specializing in conducting baseline assessment on Psychosocial Care and Wellbeing. Below, we outline the comprehensive details of the service required.

Objective

  • To conduct baseline survey to assess the current state of partners and their staff psychosocial care and wellbeing.
  • Identify existing support systems and gaps in psychosocial care and wellbeing.
  • Produce recommendations for programmatic interventions and capacity building approaches and related wellbeing support.

Scope of Work & Timeline

It is expected that this baseline assessment consultancy will be carried out in between August and September 2025. The details timeline and scope of work are available in Term of Reference.

Methodology

The consultant/firm is expected to apply a mixed methods approaches, combining qualitative and quantitative methodologies. This includes the following:

  • Surveys/questionnaires with beneficiaries and service providers
  • Key Informant Interviews (KIIs)
  • Focus Group Discussions (FGDs)
  • Gender-adopted method approaches.

Deliverables  

  • Inception Report with methodology, study design, tools, and workplan
  • Draft baseline report
  • Presentation the key findings of the assessment report with conclusions and recommendations for DCA and partners.
  • Final baseline report (with annexes)

Reporting 

The consultant will be responsible for producing a comprehensive report summarizing the key analysis result of the baseline report and submit to DCA.

Budget and Payment Schedule

  • Budget: The total consultancy fee for this assignment is USD 5,000, including WHT. This is a fixed, all-inclusive fee that covers all your expenses for completing the assessment.

Bidder Eligibility

  • The ideal candidate or consulting team members must hold at least a bachelor's degree in a relevant field such as psychology, psychosocial counselling, public health, and social work or related field. Preference will be given to candidates with advanced degrees such as a master's or doctoral degree in clinical psychology or counselling psychology.
  • A minimum of 5 years of work experience in conducting assessments or research in psychosocial care or mental health is required for this consultancy.
  • Demonstrated knowledge of psychosocial and wellbeing support frameworks.
  • Excellent communication skills are necessary to effectively convey complex concepts and engage participants during training sessions. 
  • Preference will be given to candidates with experience working with organizations in the field of human rights and development field who demonstrate a strong understanding of the nuanced challenges of working in this sector. 
  • Fluency in Khmer language and based in Cambodia.
