Founded in 2005 and officially registered with the Ministry of Interior in 2006, Sahmakum Teang Tnaut Organisation (STT) is a Cambodian land and housing rights NGO supporting urban poor and vulnerable communities to access land tenure security, adequate housing, climate justice, and social protection. “Teang Tnaut” means “Palm Leaves,” and palm leaves are used by poor communities to build roofs and walls for their houses. This simplistic name was chosen to forever remind STT that its work serves the poorest members of society.

To continue serving the communities in our targeted areas, STT is currently seeking two local community consultants to work in Kandal Province. Candidates should have experience in community facilitation, and he or she will work closely with local communities to support STT’s activities and interventions.

Position Summary

Objectives

The objective of this consultancy is to strengthen community engagement and support STT’s efforts in promoting land and housing rights and climate justice.

Support Team from STT 

The consultant will work closely with STT staff to facilitate this consultancy. Training sessions, including data collection and other technical skills, will be provided as part of the assignment.

Duration and Place of Work 

This consultancy will begin as soon as possible and will have a contract duration of 12 months. The contract may be extended based on the consultant’s performance and the availability of funds. Each local community consultant is expected to provide services to communities located in Kandal province.

Logistics 

The consultant is responsible for all logistical arrangements, including fieldwork and participation in events outside the target communities.

Consultancy Fee 

The specific duration will be detailed in the service agreement once the consultancy is formally offered. The consultancy fee is USD 2400 for the full duration of the assignment. This amount includes all costs and is subject to a 15% withholding tax. 

Duties & Responsibilities:
  • Expected Outcome and Deliverable
  • Conduct regular meetings with target community members: Facilitate open dialogue to understand community needs, gather feedback, and strengthen trust between the project team and local stakeholders.Collect and manage community data: Gather demographic, social, and economic information; maintain accurate records and databases to support evidence-based decision-making.Assist project staff with community research, mapping, profiling, and activity implementation (first cycle year): Community mapping and profiling; ensure smooth execution of project activities.
  • Support the organization of community meetings and training sessions: Encourage participation to maximize the effectiveness of workshops and consultations.
  • Monitor and report on community situations, and report to project staff: Track changes in community dynamics, challenges, and opportunities; provide timely updates and reports to inform project adjustments and strategies.
  • Organize and lead community engagement activities: Design and facilitate outreach events, awareness campaigns, and participatory activities that promote collaboration and inclusivity.
  • Mobilized six target groups in the project areas
  • Collecting community data for a research project
  • Arrange the community team for all project interventions to all target communities.
  • Prepare and submit a work plan to project staff
  • Submit monthly reports
  • Submit reports on the progress of community mobilization
Expected Profile of Candidates
Qualifications:
  • High School Diploma
  • Undergraduate Degree in Year 1 or Year 2 at a university
Skills & Knowledge:
General & Technical Skills
  • Ability to mobilize and organize communities effectively
  • Strong written and verbal communication skills in Khmer
  • Must be able to work or reside in 7 locations in the Kandal provinces
  • Willing to learn, committed to community work, and adaptable to diverse circumstances
  • Diploma degree or higher in relevant subjects
Soft Skills
  • Friendly, honest, and hardworking
