Announcement Description

The Royal Government of Cambodia (RGC) through the Ministry of Agriculture, Forestry and Fisheries, General Directorate of Animal Health and Production (GDAHP) has received a Trust Fund from the Global Agriculture and Food Security Program (GAFSP) for a US$20 Million Grant toward the cost of the Cambodia Inclusive Livestock Value Chains Project (CILVCP) for five years starting from 2025 to 2029 and intends to apply part of the proceeds of this Grant to payments under the contract for Consulting Service.

The consulting services (“the Services”): Consultancy Service for Digital Livestock Extension System (DLES).

The Key Experts will not be evaluated at the shortlisting stage.

Eligibility

  • Shortlisting consultants will be required to meet the following minimum criteria:
  • Core Business and Years in Business: Demonstrate 5-6 years of continuous operational experience in areas relevant to this assignment
  • Specific Experience: Demonstrate at least 6-7 years of experience in designing, developing, and implementing digital platforms, ICT service delivery systems, and/or multimedia IEC materials, especially for agriculture, livestock, or rural development programs/ 4-5 previous contracts of similar scope and nature to the assignment.
  • Technical Capability: Demonstrated limited team composition and availability of experts as specified in Terms of Reference (TOR).
  • Managerial Capability: Demonstrates 4-5 contracts of similar scope implemented in East Asia and the Pacific (EAP). Experience in Cambodia will be an advantage.

Submission Requirements

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Quality and Cost-based Selection (QCBS) method set out in the World Bank's “Procurement Regulations for IPF Borrowers,” updated in September 2023 (“Procurement Regulations”).
