World Vision International (WVI) is a global Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. World Vision began its work in Cambodia (WVI- C) in 1970. Currently, WVI-C has nearly 600 of total employees. World Vision Globally administers Human Resource functions through Our People (OP) system, eg. Recruitment, leave administration, Labor Distribution Report (LDR), staff movement, globally all HR functions are encoded and handled through OP.

Currently WVI-C additionally uses a locally developed HRIS system, which is not synchronized with the OP System. WVI-Cambodia, is calling for consultancy to develop a new Payroll Management System, which is able to export/import data from the OP and is able to meet local requirements on salary/payroll administration incorporating lab our laws, tax, insurance etc.

PURPOSE OF THE CONSULTANCY

World Vision Cambodia is seeking for a consultant to develop a Payroll Management System. System should be user friendly, simple, effective & efficient supporting countrywide access and usability.

The consultant will work with our goal owners and identify key feature, current gaps to ensure the new platform is able to support the organizational needs.

Technical details will further be discussed with, shortlisted candidates.

OBJECTIVE AND OUTCOME

The consultant has the specific objectives and deliverable outcome on the Payroll system:

  • Simplified Payroll system
  • Migrate our exiting Local HRIS system to a new Payroll system
  • Be able to integrated with another system in the future
  • Payroll administration including, internal benefits, local laws on tax, insurance etc.
  • Staff Personnel file administration
  • Web base interface
  • Be able to integrated with One login system via API
  • System Implementation and ongoing support

MINIMUM REQUIREMENTS

  • Legally registered with relevant ministries, Patent and license (Firm), VAT Registration
  • Experienced in design/develope HRIS system
  • Experienced in working with international NGOs/Companies
  • Understand local labor law, tax and HR context
  • Excellent and professional, ongoing support and maintenance service
  • Company Profile or background including experience in the similar projects, list of the publication written by applicant and at least 3 references
  • NO legal/ pending disputes in court (within last three years)
  • Sign confirmed on WV’s Policy Child protection, Anti-corruption, Supplier Code of Conduct, Conflict of Interest (WV will attach with RFQ).
  • Audit finance statement
  • Ownership structure
