USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and in partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high-quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aims at achieving three objectives:

  1. Improved evidence-based policy, guidelines, and strategies for more effective and efficient health systems
  2. Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards
  3. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities

Scope of Work

The objective of this consultancy is to provide technical and clinical expertise and advice to the EQHA II technical team and relevant Ministry of Health departments and national programs on clinical practice guidelines, policies, and strategies integration, development, revision, and update related to infectious disease. S/he will lead the design, development, planning, and implementation of policy informed by global evidence and ensure that clinical guidelines align with best practices, evidence-based medicine, and national healthcare goals. S/he will analyze existing policies, identify gaps, and propose recommendations for policy improvements to enhance the quality and efficiency of healthcare services and work closely with the sub-national quality implementation team of EQHA II to ensure harmonized work and synergy within EQHA II’s quality improvement interventions at policy and implementation level. S/he will provide technical advice to the EQHA II technical team and relevant departments of the Ministry of Health on global health security issues and provide technical advice on monitoring and evaluation systems and mechanisms to monitor global health security interventions management and response. S/he will review and revise technical documents produced by the EQHA II team within the infectious disease focus area.

The period of performance is expected from June 10, 2024, to September 30, 2024. (Total estimated LOE – 30 days).

Location of Work: The position will be based in USAID-EQHA II of the FHI 360 office in Phnom Penh.

Travel: Consultant may be required to travel in Phnom Penh or provinces as required by the project. Per diem and accommodation will be provided by FHI 360 for trips to provinces.

Requirements
  • The consultant should have the knowledge skills and extensive experience to implement the scope of work. Required criteria:
  • International Consultant
  • Master’s degree or its International Equivalent in public health or international health; medical degree is an advantage with at least 5 years of relevant experience working with INGOs.
  • Specialized experience is required in areas including, but not limited to, clinical management of TB and MDR-TB and HIV/AIDS, Malaria, Reproductive Maternal and Child Health; infection control; program design, management, and implementation; and program data management.
  • Minimum ten (10) years of progressively responsible experience in clinical practice guideline development and/or review on specific vertical disease programs.
  • Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment are required.
  • Knowledge of and experience working in the Cambodian health system, especially with the Ministry of Health and relevant national programs/centers.
  • Knowledge of and experience support the MoH in emerging disease preparedness and response.
  • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with government personnel.
  • Excellent oral and written communication skills in English and Khmer.
  • Good proficiency in computer skills including Microsoft Office, internet, and email.
  • Ability to take initiative and ownership, take decisive action based on data and clear criteria, work proactively and independently, manage activities, set realistic priorities, and plan for the successful implementation of programs.
  • Be innovative, positive and cheerful personality, and highly self-motivated.
  • Adaptable and flexible in a variety of tasks contributing to work even outside of the Job Description as required.
