Announcement Description

Compassion International began operations in Cambodia in 2023 and is currently operational in Banteay Meanchey, Battambang, and Phnom Penh. According to the National Office Program Strategy (FY24–FY28), there are plans to expand into additional provinces in the coming years.

Compassion is a child-focused, church-driven, and Christ-centered ministry that connects compassionate individuals with children living in poverty globally. As child advocates, Compassion is dedicated to releasing children from poverty in Jesus’ name. For over 70 years, Compassion has partnered with local organizations to mobilize churches, build capacity, and deliver programs that positively impact children’s lives.

Recently, Compassion in Cambodia launched the KH Youth Employability and Digital Skill Development Project (INT-0000044857, INT-0000072564) to complement the Youth Empowerment Program (YEP) in Phnom Penh, Battambang, and Banteay Meanchey.

This project, commencing from December 2025 to November 2027, aims to support 10 frontline church partners in establishing computer labs and delivering vocational training to 150 youth (aged 15–17).

Compassion is seeking a qualified consultant to provide consultancy services for the setup, training, and curriculum development of computer labs across 10 local church partners.

Summary

Objectives of the Consultancy

The primary objectives are:

  • To establish fully functional computer labs within 10 churches
  • To provide comprehensive training to 25 church staff and tutors
  • To develop tailored curricula focused on office skills and graphic design
  • To train staff and tutors on the use of the developed curricula
  • To provide onsite technical assistance to 10 churches after lab setup

Scope of Work

The consultancy will cover 10 frontline church partners in Battambang and Banteay Meanchey.

Key Tasks

  • Computer Lab Setup
  • Set up 10 computer labs across Battambang (BTB) and Banteay Meanchey (BMC) provinces
  • Assess infrastructure, space, and disaster risks
  • Recommend appropriate hardware and software
  • Install equipment in compliance with safety standards
  • Ensure network connectivity and data security
  • Training of Church Staff and Tutors
  • Develop training plans on computer operations and lab management
  • Conduct hands-on training sessions
  • Provide training materials and manuals
  • Offer initial operational support
  • Curriculum Development
  • Collaborate with church leaders, Compassion staff, and stakeholders
  • Develop curricula for:
  • a. Office Skills (Typing, Word, Excel, PowerPoint, Email)
  • b. Graphic Design (Adobe Photoshop and fundamental design)
  • Ensure age-appropriate and practical learning methods
  • Include assessment tools
  • Curriculum Training
  • Train staff and tutors on curriculum delivery
  • Provide lesson plans and instructional materials
  • Collect feedback for improvement
  • Technical Assistance
  • Provide onsite and remote support to all 10 churches
  • Support lab operations, maintenance, and troubleshooting

Eligibility

  • Bachelor’s degree in IT, Computer Science, or related field
  • Experience in computer lab setup and training
  • Curriculum development expertise
  • Strong technical and facilitation skills
