Banteay Srei (Citadel of Women) is a registered Cambodian NGO with over twenty years of experience working with vulnerable Cambodian women and communities in rural areas to promote women’s political, economic, and social development. Banteay Srei organization has evolved from the International Women’s Development Agency (IWDA), an Australian NGO, and has become a leading Cambodian NGO in the areas of building women’s leadership in rural areas, strengthening women’s participation in local community development processes, promoting gender equality and women’s rights, and increasing community action on positive gender relations and against gender-based violence in Siem Reap and Battambang provinces.

Banteay Srei is currently partnering with Oxfam-DGD to implement the project “Promoting Women in Leadership and Women’s Economic Empowerment in the Agri-Food Sector.” The project aims to strengthen the capacity of women workers and women farmers in the agri-food sector to effectively engage with policymakers, employers, and relevant stakeholders to advocate for their rights, including gender-transformative and shock-responsive social protection and labor rights. The project also supports employers to improve compliance with labor standards and gender equality principles in the workplace.

Through project implementation, Banteay Srei has identified that many women-led micro and small enterprises, producer groups, and women entrepreneurs face persistent challenges in entrepreneurship development, business planning, financial management, bookkeeping, marketing, market access, and understanding of available social protection benefits. These gaps limit business growth, sustainability, and resilience.

Summary

Reporting to: Regional Hub Coordinator (RHC)

Length of assignment: 15 August 2026 to 30 November 2026

Budget: USD 3,000 to USD 4,000 (Included tax)

Overall Objective

To strengthen the business management and entrepreneurial capacities of 60 women-led SMEs and agricultural producer groups through integrated training, mentoring, and coaching on entrepreneurship, business planning, bookkeeping, marketing, and social protection awareness.

The consultancy will enable participants to improve business performance, develop viable business plans, strengthen financial recordkeeping, respond to market opportunities, and access relevant government support mechanisms. The consultant is also expected to support knowledge transfer and practical application among participants and within their communities.

Scope of Work:

The consultant will be responsible for the following:

  • Develop a practical and user-friendly training curriculum and learning materials on entrepreneurship, business planning, bookkeeping, marketing, and social protection;
  • Apply adult-learning, participatory, and practical methodologies suited for women entrepreneurs with low educational backgrounds, limited technological skills, and rural business experience;
  • Deliver the training to strengthen the knowledge and skills of 60 selected women-led SMEs and producer groups in Siem Reap and Battambang provinces;
  • Facilitate pre-test and post-test assessments, group work, practical exercises, presentations, and other participatory learning methods;
  • Provide support to participants in developing viable business plans for their enterprises;
  • Provide coaching and mentoring to improve their business performance and sustainability;
  • Work closely with Banteay Srei to ensure the training content is locally relevant, gender-responsive, and adapted to the needs of women-led SMEs and producer groups in the target provinces;
  • Submit a final report on the consultancy, including progress made by the selected SMEs and recommendations for continued support.

Eligibility

  • The selected consultant should have:
  • At least 5 years of demonstrated experience in working with the private sector on agri-business development initiatives, SME coaching, or related consultancy work. This includes a track record of successful projects aimed at enhancing business performance, market expansion, and revenue growth.
  • Demonstrated experience in facilitating participatory training for adults, especially women and rural communities.
  • Strong knowledge of entrepreneurship, business planning, bookkeeping, marketing, and basic business advisory services.
  • Experience working with agricultural producer groups, women-led enterprises, and rural livelihoods initiatives.
  • A good understanding and awareness of poultry, vegetable production, agricultural product development, and the farmer organization context.
  • Ability to communicate effectively with people with basic education, in a rural context and diverse living situations.

The application package should include: (1) an updated resume of the consultant or all proposed team members; (2) a cover letter outlining the applicant’s suitability for the assignment and relevant experience; (3) a brief proposed training outline and methodology describing the applicant’s understanding of the assignment, proposed approach, facilitation methods, and indicative work plan, and (4) a proposed consultancy fee including applicable tax.
