Consultancy Recruitment for Strategic Plan on Physical Rehabilitation

Consultancy Scope:
The recruited consultants will lead a comprehensive strategic planning process, involving:
- Context Analysis: Reviewing national policies, analyzing existing rehabilitation services, and engaging stakeholders.
- Strategy Development: Drafting an inclusive strategic plan aligned with international standards (CRPD, SDGs).
- Stakeholder Engagement: Facilitating consultations and validation workshops with MoSVY, PWDF, and key partners.
The consultancy will deliver the following outputs:
- Inception report: A detailed work plan and methodology for the consultancy, including a timeline and stakeholder engagement strategy, to be submitted within two weeks of contract signing.
- Situational analysis report: A report summarizing the findings of the context analysis, including gaps and opportunities, to be submitted within four weeks of contract signing.
- Draft strategy document: A draft of strategic plan for social physical rehabilitation including goals, objectives, inputs and output/outcome interventions/activities, indicators, and an implementation roadmap, to be submitted within 12 weeks of contract signing.
- Stakeholder consultation report: A summary of consultation processes, including key findings and how stakeholder inputs were integrated into the strategy, to be submitted with the final strategy.
- Final strategy document: Final strategic plan incorporating feedback from MOSVY, PWDF and stakeholders, to be submitted within 16 weeks of contract signing.
Bidder Eligibility
- International Consultant (Lead)
- Advanced degree (Master’s or PhD) in Rehabilitation Science, Public Health, Social Work, or related fields.
- Minimum 7 years of experience in rehabilitation strategy development, with expertise in disability services.
- Strong stakeholder coordination skills and experience working with government and multilateral agencies.
- Proven ability to develop national-level rehabilitation strategies in low- and middle-income countries.
- Excellent analytical, report-writing, and communication skills in English.
- National Consultant (Co-Lead)
- Advanced degree in Public Health, Social Work, Development Studies, or related fields.
- Minimum 5 years of experience in Cambodia’s disability, rehabilitation, or social services sector.
- Strong understanding of Cambodia’s policy landscape and rehabilitation service delivery models.
- Fluency in Khmer and English with excellent report-writing and coordination skills.
