It is estimated that about 1% of the global population has an intellectual or developmental disability and that of those affected, 85% have mild intellectual disability and with the right support, most can live independently as adults and meaningfully contribute to society. However, in Cambodia with little technical support and services and a lack of knowledge of intellectual disability in society, persons with an intellectual disability faces considerable challenges to be fully integrated and included in schools, workplaces, communities and society and experience disproportionate levels of poverty and isolation.

While the Government of Cambodia has set quotas for the inclusion of persons with disabilities in formal employment, there remain constraints and barriers to their meaningful inclusion and particularly so for persons with intellectual disabilities and people on the autism spectrum. Lack of technical services, stigma and marginalisation disproportionately impact a group of people who have the potential to make a real contribution to businesses, to their families, communities, the economy and society and in the process make significant progress in determining their individual and collective autonomy.

Businesses undertaking diversity, equity and inclusion (DEI) initiatives need a ‘business case’ rationale. For example, internal stakeholders such as senior managers and business leaders will need justification for allocation of resources, and managers who will implement new policies need to be motivated to back new initiatives for them to succeed.

In identifying the ‘sweet spot’ that will motivate, mobilise and incentivise inclusive employment it is essential to understand the knowledge, attitudes and practices among private sector organisations in Cambodia to persons with intellectual disability.

Scope of the Consultancy

  1. Conduct a comprehensive qualitative study through interviews with multiple stakeholders;

Private Sector

  1. Minimum small (up to 50 employees)
  2. Minimum medium (up to 500 employees)
  3. Minimum large (500 or more employees)

Sampling for large and medium organisations should be from manufacturing (including GFT), tourism and hospitality, retail and financial services sectors and have been operating for a minimum of 10 years. Sampling for small organisations should be from same sectors and have been operating for a minimum of five years.

Bidder Eligibility

  • Essential
  • Minimum Bachelor degree in at least one of the following: Business/Management /Commerce/ Social Sciences. Post graduate qualification in research/applied research an advantage.
  • A minimum of 5 years of designing and implementing medium to large scale applied research and developing detailed analysis and reports.
  • Proven strong networks/contacts in private/commercial organisations operating in Cambodia in finance, manufacturing, tourism and hospitality and retail sectors. The consultant will be expected to have contacts in large scale organisations with strong brand recognition.
  • Demonstrated knowledge of Cambodian Labor Law
  • Demonstrated understanding of business case approaches to diversity, equity and inclusion initiatives
  • Fluency in Khmer and English
  • Desirable but not essential
  • Knowledge on intellectual/developmental disability and disability inclusion

Submission Requirements

Interested parties must submit the following by 26th September 2025

  • Covering letter detailing how the consultant(s) meet the essential criteria for qualifications and experience
  • Technical proposal (including specifying number of working days)
  • Financial proposal: daily rate should be in USD, inclusive of tax and DSAs.
  • Details of human resource capacity including CVs of all personnel proposed to work on the assignment
  • List of clients and assignments completed in the last 2 years
  • Minimum three reference contacts

Expressions of Interest will be evaluated as follows:

  • Technical proposal detailing methodology: 30%
  • Detailed financial proposal: 30% (financial proposals should be inclusive of tax and DSA for field work)
  • Human resource capacity: 20%
  • Professional contacts: 20%
