Scope of the Consultancy
- Conduct a comprehensive qualitative study through interviews with multiple stakeholders;
Private Sector
- Minimum small (up to 50 employees)
- Minimum medium (up to 500 employees)
- Minimum large (500 or more employees)
Sampling for large and medium organisations should be from manufacturing (including GFT), tourism and hospitality, retail and financial services sectors and have been operating for a minimum of 10 years. Sampling for small organisations should be from same sectors and have been operating for a minimum of five years.

Bidder Eligibility
- Essential
- Minimum Bachelor degree in at least one of the following: Business/Management /Commerce/ Social Sciences. Post graduate qualification in research/applied research an advantage.
- A minimum of 5 years of designing and implementing medium to large scale applied research and developing detailed analysis and reports.
- Proven strong networks/contacts in private/commercial organisations operating in Cambodia in finance, manufacturing, tourism and hospitality and retail sectors. The consultant will be expected to have contacts in large scale organisations with strong brand recognition.
- Demonstrated knowledge of Cambodian Labor Law
- Demonstrated understanding of business case approaches to diversity, equity and inclusion initiatives
- Fluency in Khmer and English
- Desirable but not essential
- Knowledge on intellectual/developmental disability and disability inclusion
