Purpose of the Consultancy
The main purpose of this consultancy is to strengthen CHEC’s institutional capacity in resource mobilization and proposal development to secure funding from diverse sources, including international donors, private sector, foundations, and local fundraising mechanisms.
Objectives
The specific objectives are to:
- Assess CHEC’s current resource mobilization strategies and fundraising capacity.
- Build staff capacity in developing competitive proposals that align with donor priorities.
- Enhance understanding of funding landscapes, donor mapping, and partnership development.
- Develop a draft Resource Mobilization Strategy and Action Plan for CHEC.
- Provide coaching and mentoring to selected staff on practical proposal writing and fundraising techniques.
Scope of Work
The consultant will undertake the following key tasks:
- Conduct an organizational fundraising capacity assessment to identify existing gaps, strengths, and opportunities.
- Design and deliver a 5 day training workshop for CHEC management and program staff on:
- Principles and strategies of resource mobilization
- Donor mapping and partnership building
- Project concept note and proposal development
- Budgeting and financial planning for proposals
- Support the development of one or two sample concept notes or proposals for real donor opportunities.
- Develop a Resource Mobilization Strategy and Action Plan with clear targets, potential funding sources, and practical steps for implementation.
- Provide mentoring and coaching sessions (in-person or virtual) to key staff to strengthen practical proposal writing skills.
- Submit a comprehensive final report summarizing activities, achievements, and recommendations.
Duration and Timeline
The consultancy will be conducted over a period of 5–6 weeks, starting from February to March 2026, with a total of approximately 20 working days (including preparation, training delivery, coaching, and reporting).
Eligibility
- The consultant or firm should have the following qualifications:
- Advanced degree in Development Studies, Social Sciences, Business Administration, or a related field.
- At least 7 years of experience in resource mobilization, proposal writing, and strategic fundraising for NGOs.
- Proven track record of developing successful proposals to international and bilateral donors.
- Strong understanding of gender equality, climate change, and community development programming.
- Excellent facilitation, communication, and coaching skills.
- Fluency in English and Khmer (preferred).
