The Indigenous Community Support Organization (ICSO) is a local Cambodian not-for-profit, non-governmental, non-partisan association established to serve the public benefit. ICSO has registered with the Ministry of Interior (MoI) on 13 July 2006 under the registration letter no. 840 and commenced its operation in Ratanakiri province, since 1 January 2007.

ICSO mission is working together with Indigenous Communities (ICs) and Indigenous Peoples (IPs) to promote Indigenous Peoples’ Economic, Social, Culture and Environmental Rights (IPs-ESCER). We strengthen ICs/IPs to increase knowledge, capacity and solidarity to promote strong ownership in organizing community and collective actions for their economic, social, cultural and environmental rights development and protection. We are looking for qualified candidate to fill for the position below.

Position Summary

About consultancy on mid-term evaluation of Indigenous People’s Land Rights (IPLR)

ICSO is seeking an independent consultant to conduct the mid-term evaluation of a project entitled" Indigenous People’s Land Rights (IPLR) "under the "Indigenous Community Right Empowerment Program (ICREP) that has been coherently implementing in Ratanakiri province by ICSO. It is under the European Union (EU) funded project no EIDHR/2018/401-902 for a three-year period of the time frame, from 01 January 2019 to 31 December 2021. However, the project has been implementing for the period of 18 months ahead from 01 January 2019 to 30 June 2020 and needs to conduct the mid-term evaluation in late of June 2020.

Mid-Term Evaluation Terms and Conditions:

Objectives of the mid-term evaluation:

  • To explore the progress and achievements against the project framework stated in the full proposal and Log-frame matrix to evaluate on such as the relevancy, effectiveness, efficiency, impact, sustainability and the capacity gap of the mid-term project implementation.
  • To provide good practices, lessons learnt and specific recommendation for improving the future project implementation for another 18 months ahead.
Requirements:
  • The consultant shall have the following qualification and experiences;
  • University Degree in law, public policy, natural resource management and development study
  • Experience in empowering to access social, economic, land and natural resource management rights and have deep understanding on roles of the right holders (IPs), CSOs and duty bearers
  • Minimum 5 years of working experiences in project evaluation, conducting impact assessment with regard to IPs context and culture, land and natural resources management, protection and conservation, in particularly livelihood of the indigenous communities;
  • Experience of project management, monitoring and evaluation, research methodologies as well as research design, questionnaire design, data collection/analysis of findings;
  • Strong understanding of indigenous community based organization or indigenous people organizations situation in Cambodia; and
  • Excellent reporting in English and Khmer

Interested candidates are required to submit the technical proposal and propose the financial contribution by ICSO and send to ICSO procurement panel for reviewing. The technical proposal and budget shall include

  • Background, Rational, objectives, sample approach/method, data collection tools and approach;
  • A detailed schedule/activity plan,
  • Organizational profile of consultancy agency (if you are a firm or research institution);
  • Curriculum vitae of the core consultant(s)/team detailing core competencies and relevant work experience, highlighting why you are qualified for the assignment
  • List of at least two referees
  • The budget breakdown for the cost of the consultancy including professional fees and travel, accommodation, other related costs and included tax
