Background and Rational

The project "Improving Mental Health for Affected and Vulnerable-Detected Population Groups (IMARP)" is funded by the German Federal Ministry of Economic Cooperation and Development( BMZ) through Johanniter International Assistance and implemented by EMDR Association Cambodia (EMDRAC), in close collaboration with the Department of Mental Health and Substance Abuse (DMHSA) of the Ministry of Health (MoH), Cambodia. This is a 42-month project period starting from (1.12.2022 - 31.5.2026). The project’s overall objective is to contribute to increasing the quality of life/productivity and enabling people in Cambodia affected by or threatened with trauma-related mental illness to live in dignity. This initiative contributes to Cambodia's Mental Health Strategic Plan (2023-2032) and aims to establish a responsive and community-based mental health support system. It prioritizes understanding and addressing mental health challenges among vulnerable populations from diverse backgrounds, mainly including survivors of trauma.

Purpose of the Consultancy

The consultancy aims to support a collaborative study under the IMARP project, assessing mental health needs, service access, and effective community practices in four provinces and one capital city in the Kingdom of Cambodia. The results will inform culturally adapted interventions and evidence-based practices in mental health support, as well as support for Cambodia's newly released mental health policies. More importantly, these research findings are expected to strengthen support for individuals and communities affected by trauma and psychosocial challenges.

Specific objective:

  • To assess the current mental health needs, psychosocial challenges, and trauma-related issues among diverse populations across four provinces and the capital city of Cambodia, within the framework of the IMARP project, and to report the findings accordingly.
  • To document culturally adapted and evidence-based mental health interventions by collecting supporting evidence, practical frameworks, and best practices from the IMARP project coordination team and key stakeholders, mainly in health facilities, with the final report produced in both Khmer and English.

Scope of Work

The consultant will support a mixed-methods study designed to (i) update data on mental health needs and (ii) identify cost-effective, trauma-responsive practices rooted in the local context. The study will cover both formal health facilities and community-based settings across Kampong Chhnang, Battambang, Siem Reap, Kampong Speu, and Phnom Penh. The consultant is expected to commence duties immediately and finalize the assessment by December 2025.

Key Responsibilities

  • Lead the design and refine research methodology and data collection tools. The suggested methodologies, questionnaires, and tools are to be provided to EMDR, DMHSA and Johanniter for feedback before being used for data gathering.
  • Conduct fieldwork in five provinces—Kampong Chhnang, Takeo, Siem Reap, Battambang, and Phnom Penh
  • Collect data from approximately 1,200 to 1,500 respondents, with the support of 21 health facilities operating in the study locations (Annex 02.Target area, Health facility and target groups).
  • Produce final version of research report endorsed by EMDRAC, DMHSA and Johanniter.
  • The consultants are encouraged to apply contextually sensitive, inclusive, and ethical approaches throughout and to work in close coordination with EMDRAC, DMHSA, and local stakeholders of the IMARP project.

Bidder Eligibility

  • Applicants must have at least a master’s degree in psychology or a similar mental health specialization; a PhD in an appropriate mental health discipline is desirable but not strictly required.
  • Have proven expertise and experience in behavioural sciences, mental health, or public health research, including coordination, fieldwork, and related academic or technical writing.
  • Experienced in Cambodia-related research projects, including community-based approaches, in health sectors.
  • Good knowledge of the health system in Cambodia.
  • Capacity to design and implement mixed-method studies in mental health.
  • Strong interpersonal skills and sensitivity to cultural and ethical considerations in social research.
  • Written skills for research in English, while Khmer language skill is an advantage.
